세계적인 국제화 흐름 속에 국내의 외국인 증가에 따른 현상과 문제점들이 발생하고 있다. 특히, 결혼이민자의 폭발적 증가로 인한 다문화가정의 문제가 최근 몇 년 사이 매우 중요한 사회적 이슈가 되고 있다. 다문화 가정의 가정폭력은 끊임없이 증가하고 있으며 그로 인한 대응 방안은 주로 사회복지적 측면에서 이루어지고 있어 형사법적인 대응책 마련이 시급하다. 이에 이 연구에서는 다문화가정의 가정폭력에 대한 경찰활동방안을 연구하고자 하였다. 먼저 다문화가 정의 가정폭력에 대응하는 경찰활동의 실태를 파악하기 위해 2011년 10월 31일에서 11월 14일까지 충남 지역의 다문화가족지원센터, 이주여성 긴급지원센터와 경찰서에 의뢰하여 이주여성 긴급지원센터 근무자 6명과 경찰 5명을 대상으로 심층면접을 하였다. 그 결과 다문화가정의 가정폭력에 대한 경찰활동의 문제점은 이주여성에 대한 차별적 편견과차별적 대우, 이주여성 수사에 대한 전문성 부족, 경찰관의 소극적 태도, 다문화가정의 가정폭력 대응을 위한 교육의 부재로 나타났다. 이에 다문화가정의 가정폭력에 대한 경찰활동방안은 다음과 같다. 첫째, 다문화가정에 대한 인식개선을 하여야 한다. 이를 위해 멘토링 제도와 다문화가정이 참여 할 수 있는 범죄예방프로그램 등이 개발되어야 할 것이다. 둘째, 이주여성 경찰관을 활용하고 외사경찰의 내실화와 다문화가정의 가정폭력전담반을 설치·운영하여 경찰의 전문성을 제고하여야 한다. 셋째, 가정폭력의 범위 명확화 등 가정폭력에 대한 올바른 인식제고와 경찰의 적극적인 홍보가 필요하다. 넷째, 다문화 가정의 가정폭력의 입증 절차를 간소화하고 긴급임시조치권을 적극 활용하여 경찰의 가정폭력에 대한 적극적 대응을 하여야 한다. 마지막으로 다문화가정의 가정폭력에 대응하기 위한 경찰의 장기적이고 전문적인 교육이 강화되어야 할 것이다.
