정치·경제·사회적 환경과 여건이 변화하면, 기존의 사고방식과 행동양식, 그리고 구조화된 제도로는 문제의 개선 및 해결이 어려울 수 있다. 이 때문에 현실의 문제해결과 미래 여건변화에 대응하기 위해 새로운 시스템의 고안이 필요하게 된다. 그러나 문제해결을 위한 새로운 대안모색일지라도 누가, 무엇을, 언제, 어떻게 등의 방법과 절차에 대한 타당성과 민주성 및 신뢰성을 확보해야만 개선과 변화를 위한 추동력과 효과가 생기게 된다. 이러한 관점에서 보면 본 연구의 전제는 현재 정부가 추진하고 있는 행정구역통합은 그것의 진정성과 추진방법 및 정책순응성에 문제가 있다는 점에서 출발한다. 본 고는 최근 정치적·사회적 이슈가 되고 있는 행정구역개편(시·군 통합)과 관련한 추진상의 쟁점을 분석하고, 대안적 과제를 모색해 보고자 한다. 연구결과에 따르면, 행정구역통합추진에 있어 쟁점사항으로 통합기준의 문제, 통합추진방식의 문제(실질적 타율통합, 특혜적 인센티브 제공), 통합결정방식의 문제(주민의견조사의 신뢰성·타당성, 지방의회의 통합결정), 통합추진일정의 문제, 통합행정구역과 국회의원선거구간의 중복문제, 통합의 법적 근거 문제 등을 검토하였다. 이러한 쟁점을 통해 행정구역통합이 국가경쟁력과 행정효율성을 확보할 수 있는가에 대한 불확실성은 전면적 개편이 아닌 현 제도의 발전적 개선을 통해서도 접근할 필요가 있다. 즉, 실질적 자율통합의 단계적 추진, 자치단체의 행·재정적 분권 확대·강화, 시·군간 광역행정협의기능의 활성화, 기초자치 단체의 유지 및 광역자치단체의 초광역화 등을 통해 국가경쟁력과 행정효율성을 도모할 수도 있을 것으로 분석되었다.

The purpose of this paper is to examine the controversial issues for the consolidation of administrative district and to suggest alternatives for expanding local/national competitiveness and administrative efficiency. Present Lee`s government is pushing hard with a plan to reform local administrative system. But the premise of this paper is that consolidation of administrative district have several procedural and methodical problems on implementation process. According to this study, there are some problematic issues as follows: consolidation criterior, implementation method(for example, heteronomous consolidation, undue incentives), deciding method for consolidation(for example, reliability of survey, determination of local council only), short schedule of implementation process, overlapping with parliamentary election district, and fragility of legal basis for consolidation. This paper suggest alternatives as follows: substantial autonomous implementation by local government for consolidation, expand for administrative and financial power of local government, and activation of function for metropolitan administrative consociation between local governments.
