통일문제가 현실로 다가오고 있어 이에 대비한 바른 통일교육이 요구된다. 그러나 국민들은 분단의 장기화로 인해 통일전후의 혼란과 비용에 대해 걱정하며 통일에 대해 소극적이고 부정적인 생각을 갖고 있다. 국민의 통일의식 여론조사에 의하면 통일문제의 인식의 편차가 심해 각종 현안과 정책에 대해 대립과 갈등의 구도를 형성하면서 한국사회를 분열시키며 평화통일을 저해하고 있는 형국이다. 통일문제의 관심이 각개인의 이해관계와 무관하지 않기에 국민들 입장에서 수용할 수 있는 설득력 있는 논리개발이 필요하다. 또한 통일문제의 공감대 형성을 높이기 위해 국민적 가치와 통일의 바람직한 통일방향과 비전 민족공동체와 민주시민의식 등의 통일담론을 선도해야한다. 올바른 통일교육을 위해 정부의 제도적 장치로서 존재하는 것이 통일교육위원들이다. 위원들은 통일관련 정책과 정보, 자료 등을 국민에게 정확하게 알리고 그 내용에 대한 의견을 수렴하는 통로로서 역할도 해야 할 것이다. 통일교육위원들은 보다 많은 참여를 위해 민관협력의 네트워크 구축과 통일교육 클러스터를 만들어 통일교육을 활성화 시켜야 한다. 국민들의 통일의식을 제고하며 통일역량을 결집해 나가는 것이 통일교육의 요체이며 통일교육위원들의 소임이기도 한다.

Korean people tend to worry about the prospective disorder and unification cost Korean unification might accompany. Moreover, it is an unfortunate reality that according to national surveys about unification consciousness, there is such a large spectrum of people`s opinions that they tend to differ on many unification issues and government`s North Korea policies. In this context, right unification education is expected with the approach of Korean unification. Unification education should develop more persuasive rationale that could be readily accepted by ordinary people, since unification itself is related to every individual`s interest. Unification education members should play the role of leading such unification discourse as right national ethics, right unification visions and policies, and formation of the national community and civic consciousness. Moreover, unification education members should play the role of disseminating government`s policies, information, and materials to people and of gathering constructive feedback from them. In this regard, we should acknowledge that unification education members constitute the government`s institutional apparatus that gears up with right unification education. Unification education members should invigorate unification education by implementing government-people cooperation networks and by forming regional education clusters. In short, it should be shared that it is the essence and unification education members` mission to enhance unification consciousness among people and consolidate national unification power.
