이 글은 세계 LNG 시장 동향과 한국 도시가스 사업의 구조를 살펴볼 것이다. 세계LNG 시장의 경우 천연가스 개발이 지닌 자체적인 특성으로 인해 경직적인 성격을 지니며, 지역적으로도 유럽/미국과 아시아/태평양 지역 간의 불균등한 성격을 지니고 있다. 그러나 현물 거래 확대, 개발프로젝트 패러다임 변화 등의 유동성이 높아져가는 추세이다. 이와 더불어 가스 OPEC의 출현과 가스 생산국들의 자원통제 움직임, 에너지 메이저 기업들의 영향력이 강하게 나타나고 있다는 특성에도 주목해야 한다. 국내 도시가스산업의 경우 대기업이 주도하고 있으며 성장률 둔화, 타 에너지원과의 경쟁 등 여러 문제에 직면하고 있다. 그래서 이들은 사업 다각화, 인수 합병 등의 방식으로 이 문제를 해결하려는 시도를 보이고 있다. 그러나 타에너지원과의 경쟁, 특히 집단에너지와의 경쟁의 경우는 사업 간 영역의 조정을 위한 정부의 개입이 필요한 것으로 보인다.

This article is to research the trend of world LNG market and the structure of city gas industry in Korea. Because of the specificity of natural gas development in itself, world LNG market has an inflexible characteristic and shows a regional unevenness between E.U./U.S. and Asia/the Pacific. But market flexibility increases, as a spot trading expands and a development project paradigm changes. In addition, a birth of Gas OPEC, a control movement of resource development nation and a strong influence of energy major firms are worthy of notice. Korean City gas industry is in control of big businesses and is confronted by several problems such as a slowdown of growth rate, a competition with other energy businesses. So city gas firms make an attempt to diversify their businesses and take over other business for coping with these problems. But in the case of the competition with other energy source, such as CES, it is necessary for government to intervene in the conciliation of business area.
