본 논문은 이익정치의 한국적 대안으로 시민참여책임정치를 제시하고 있다. 이는네 가지의 원리 또는 하위 요소로 구성되어 있다. 첫째, 시민참여 책임정치는 이익정치를 조정하고 조율할 정당과 정부의 주도권을 정당한 것으로 승인한다는 점에서 책임정치, 보다 구체적으로는 민주적 책임정당정부를 지향한다. 둘째, 시민참여 책임정치는 기존의 조합주의의 한계를 극복하고 조건이 미성숙한 한국에서 창의적 경로 탐색을 위해 ``유연하고 경쟁적인 사회조합주의``를 지향한다(competitive corporatism, soft corporatism). 셋째, 시민참여 책임정치는 이익정치의 새로운 요소로서 자율적 시민과 사회단체의 자발적 참여를 고무한다. 넷째, 시민참여 책임정치는 사회조합주의 이론을 기본 틀로 삼되 현대 민주주의 이론, 특히 심의민주주의, 결사체민주주의, 거버넌스 이론을 적극 수용한다.

The object of this dissertation is analyzing the problem of interest politics in Korea, and presents the desirable model of interest politics. This study suggests Democratic Accountability Politics based on Civic Participation that composed four elementary pillars. First. It accepted party`s and government`s initiatives that mediated and arbitrated conflictual interest groups as most important actor. Secondly, It intended to soft and competitive societal corporatism. Thirdly, It promoted voluntary participation of individual citizen and NGO as the new element of interest politics. Fourthly, It positively accommodated the theories of modern democracy, especially deliberative democracy, associative democracy and governance theory.
