China`s foreign policy has changed continually as it successively move through the eras of Mao Zedong, Deng Xiaoping, and Jiang Zemin. Especially, the foreign policy of the Deng Xiaoping is a contrast to that of Mao Zedong. In the era of Mao-zedong, "real-politik" approach dominates China`s foreign policy. He laid very strong emphasis on military method to strengthen national power. But, in the era of Deng Xioaping, the emphasis is shifted from military method to efficiency of economy. The main aim of foreign policy in the era of reform is to create favorable environment to economic development. For this, China has kept away form international conflict, and has actively participated in international economic regime to increase international trade and induce foreign capital. So, the foreign policy of the era of reform can he characterize as a free-riding diplomacy. But China`s free-riding diplomacy is confronted with some difficult problem in the era of post cold-war. First, for America, the importance of U.S.-China relation has decrease as the collapse of the Soviet Union. There is no necessity for America to tolerate China`s free riding. Second, as the influence of nationalism increase, Chinese people also become less tolerable about the impotence of Chinese government in international affairs. So, the adjustment of China`s foreign policy is unavoidable in next decade. For China, it is not desirable to confront directly with America considering the difference of military power. But, because China has a critical interest in North-east Asia, the policy for this area may become more assertive.
