본 연구는 복지 수급 엄마들의 아동학대 위험에 대한 잠정적 지표인 ``육아 스트레스(perceived parenting stress)``의 위험 요인들을 발견하는 것을 연구의 목적으로 했다. ``The Fragile Families and Child Wellbeing Study (FFCW)`` 데이터를 사용하여 이차 테이터 분석을 실시하였고, 연구대상으로 지난해 TANF를 포함한 복지혜택을 받았던 918명의 엄마들을 선정하였다. 육아 스트레스는 엄마들의 네 가지 측면에서의 육아에 대한 어려움과 부담 정도를 묻는 ``육아 스트레스 인지 척도(Perceived Parenting Stress Scale)``를 통하여 측정하였다. 본 연구 결과, 모든 가족적, 환경적 위험 요인들을 통제했을 때, 초과 근무 또는 두 가지 직업을 갖고 있거나(0.65 포인트, p≤.05), 불안 장애를 갖고 있는 경우(1.61 포인트, p≤.05), 그리고 아동보호서비스(Child Protective Services: CPS) 개입으로 인해 일주일 이상 아동과 떨어져 지낸 적이 있거나(0.68 포인트, p≤.05), 근로와 관련한 스트레스를 받고 있는 경우(0.51 포인트, p≤.05) 엄마들의 육아 스트레스 정도가 높은 것으로 나타났다. 본 연구 결과는, 특별히 CPS 개입 전의 아동학대 예방을 위한 대안으로써, 복지 수급 엄마들에게 경제적 빈곤에 대한 재정적 지원뿐만 아니라 동시에 정신적 건강을 지원하는 통합적 복지 서비스를 제공할 것을 제안한다.

This study aimed to identify risk factors for perceived parenting stress, a potential indicator of child maltreatment among welfare mothers. A secondary data analysis of the Fragile Families and Child Wellbeing Study was conducted. The 918 mothers who had received welfare or TANF in the past year were selected from the 3-year interview. A Perceived Parenting Stress Scale was created from mothers` level of agreement with four aspects of parenting difficulty and strain. The results demonstrated that working overtime or a second job or having an anxiety disorder increased the perceived parenting stress score by 0.65 points (p≤.05) and 1.61 points (p≤.05), respectively after controlling for other family and environment risk factors. Separation from the child for more than 1 week and having work-related stress increased the parenting stress score by 0.68 points (p≤.05) and 0.51 points (p≤.05), respectively. These findings suggest that public policies should work in an integrated fashion to offer families adequate resources and social services to help prevent child maltreatment, prior to CPS involvement.
