Problems on the Plural Voting of Agricultural Cooperative Law

The Agricultural Cooperative Law has been changed in April 2009. Its essential point is to allow plural voting; In National Agricultural Cooperative Federation (NACF) every member has up to three votes according to the number of its member. In Farming Corporation voting in proportion to share contributions is to be allowed. However, the new provisions seem to give no heed to the rule of equal treatment of members with regard to voting rights, which reflects the orientation towards the member as a person and human being as well as the democratic structure of co-operatives. In order to protect the concept of Co-operative and its characteristic features it has to be accepted that there are limits to the plural voting, if not, the concept becomes vague and the organization loses its distinct character and uniqueness. From this point of view, three issues will be discussed: 1) Lack of understanding of the cooperative democracy. 2) Problems when applying the principle "one member - one vote" actually. 3) Legal limit of plural voting system, followed by a summary and conclusions.
