2009년 10월 통일교육지원법을 개정하여 지방자치단체는 지역 내 통일교육을 활성화하기 위하여 노력하여야 하며 지역주민을 대상으로 통일교육을 하는 자에게 예산의 범위에서 필요한 행·재정적 지원을 할 수 있도록 하고 있다. 따라서 본 논문에서는 지역통일교육의 활성화를 위한 행·재정적 지원의 과제를 제시하는데 의의를 두고 있다. 첫째, 통일교육계획 수립 시 지역성, 전문성이 확보될 수 있는 조치가 필요하다. 둘째, 통일교육 집행 과정에 참여할 전문가와 통일교육 요원 그리고 전문단체를 적극 육성하고 참여시키는 조치가 필요하다. 셋째, 지역통일교육에 대한 주기적인 평가과정과 피드백이 이루어지도록 하며 부수적으로 관련 연구도 수행하도록 한다. 넷째, 통일교육 내용에 대한 입장이나 의견 차이를 감안하여 갈등을 해소할 수 있는 조치가 마련되어야 한다. 다섯째, 지자체간에 통일교육협의기구를 조직하여 교육경험을 주기적으로 교류하고, 문제해결에 도움을 줄 수 있는 네트워크도 필요하다.

The law for unification education revised in October 2009 indicates that local government should make an effort to activate the unification education in the region, and to provide administrative and financial assistance to those who educate local people about unification with the budgetary limits. Therefore, this study aims to propose the problems on administrative and financial assistance to activate local unification education. First, the plan on the unification education should be established considering local characteristics and expertise. Second, specialists, personnel, and professional organizations taking part in performing process of unification education should be nurtured. Third, periodical evaluation, feedback, and additional studies should be followed. Fourth, how to resolve conflicts due to differences of opinion on unification should be prepared. Fifth, a joint consulting body between local governments should be organized to exchange educational experiences periodically, and a network is needed to help solving problems.
