본 연구의 목적은 일본 아동·청소년복지 정책의 현황을 살펴보고 현재 실시되는 지역사회 아동·청소년복지 지원서비스를 고찰하는데 있다. 일본에서는 변화하고 있는 사회에 대응하기 위해 2009년부터 지역사회를 중심으로 하는 새로운 아동·청소년복지 정책과 지원서비스를 시행하였다. 그러므로 이러한 상황에서 우리나라 아동·청소년복지 정책이 세계적인 추세와 영향을 반영하기 위해서 일본의 아동·청소년복지 정책과 지역사회의 지원서비스에 대해 고찰하는 것은 의의있는 것이라 할 수 있다. 아동·청소년에 대한 사회문제와 현황을 살피는데 있어서 일본의 아동·청소년복지 정책에서 추진하고 있는 제도를 살펴보고, 지역사회의 아동·청소년복지 지원서비스 사례를 중심으로 고찰하여 일본 아동·청소년복지 정책의 변화가 아동·청소년복지 정책과 지원서비스에 주는 시사점을 고찰하였다. 일본의 아동·청소년복지 정책과 지원서비스를 고찰한 결과 아동·청소년복지 정책과 지원서비스 발전을 위해서는 정비된 아동·청소년 행정체계 및 전문인력, 재정확보 등의 준비가 필요하며, 강화된 아동·청소년복지 관련법이 제정되어야 한다. 또한 아동·청소년복지 지원서비스 및 체계의 재구성과 새로운 지역프로그램과 아동·청소년관련센터에 대한 접근도 모색되어야 하며, 아동·청소년복지 정책을 성공적으로 추진하기 위해서는 지역사회, 교육환경, 사회복지 체계 등의 연계가 필요하다.

The purposes of this study are: first, to review policy of child·youth welfare; second, to present current trends of the Japanese child·youth welfare support service. Since 2009, the Japanese child·youth welfare policy and support service has been changed synthetically. The study reached that the following recommendations appeared to be essential in order to make the Korean government organization for the child·youth welfare policies and community support service more effective and professional. In effectively promoting child·youth measures, it is necessary to accurately grasp the present state of child·youth and where the problems lie. For the effective child·youth welfare policy and support service case, the provincial administrative organization needs to establish a new system. Goverment should be reorganized child·youth Welfare Act and justice processing and legisilated for child·youth welfare support system and develpmented, supporting such as security of the appropriate finance and professional manpower. Special legislation for correctional welfare could be adopted to take more effective measures for the child·youth wellbeing and correction. Goverment should be reform the child·youth welfare service processing and suppert service system. For the successful approach, it is important to create community program and child·youth center. It is necessary to promote child·youth welfares by local societies, reinforce education, and social welfare support service system.
