외압은 일본시장의 제도개혁을 통해 개방을 이끌어내는가, 아니면 개혁 없이 단순히 외압의 행사국에게 선택적 개방을 가져다 주는가? 이 글은 석유제품시장과 공공사업(공공건설)부문을 사례로 하여 한국 기업의 일본시장 진출의 성공여부는 한국기업의 경쟁력이나 미국의 외압에 달려있는 것이 아니라고 본다. 시장진출은 미국의 외압이 일본내부의 제도개혁을 수반할 때 즉, 외압이 다자적 개방을 이끌어 내는 경우 비로소 가능한 것임을 보여준다.

Given that Japan`s market barriers involve a broad range of institutional practices, does exogenous shocks cause institutional change (i.e., institutional reconfiguration and political adjustments) leading to an improved market access? Or, is it merely an outcome of a series of ad hoc concessions that enabled key Japanese players to avoid serious institutional reconfiguration? Using the cases of the petroleum products market showing a rapid increase of Korean exports contrasted with the construction case effectively deterring a Korean access, this paper argues that the success or lack thereof of Korean firms in Japan`s two sectors was not determined by the Korean firms` competitive edge vis-a-vis their Japanese counterparts. Nor was an outcome of the variations in the degree of abrupt, exogenous disruptions caused by US pressure. It depends on whether Korean firms can take advantage of institutional reform initiated by the American gaiatsu.
