The Political Roles of Jongchin and Jongjeonggyeong before and after the Seizure of Power by Daewongun

Jongchinbu, namely a government office for Jongchin, was one of the best power structures, and the hard core of Jongchinbu was Jongjeonggyeong under the reign of Daewongun. Daewongun created the system of Jongjeonggyeong in order to appoint Jongchin to a high-ranking government official. Jongchin, that is the kindred of the king, were dispersed in the power structures as Dansanggwan. They realized the will to power of Daewongun and became his power base. This article is mainly on the political roles and characters of Jongjeonggyeong. Jongchin were in a wretched condition in the political, social, and economic aspects in the late of Chosun Dynasty. Daewongun made a name of public office of Jongjeonggyeong immediately after his hold on power, and selected them as a high-ranking government official. So Jongchin became the key men who operated and maintained the authorities. Jongchin who were appointed Jongjeonggyeong were the total number of 75, and were comprised of Yeongjongjeonggyeong, Panjongjeonggyeong, Jijongjeonggyeong, and Jongjeonggyeong during the reign of Daewongun. Panjongjeonggyeong and Jijongjeonggyeong were ranked as Uijeong and were even with ministers in political position. Jongchin who were appointed the Panseo among Yukjo as Jongjeonggyeong amounted to 19 men and formed about 14%. Therefore a small number of Jongjeonggyeong were central person of Daewongun government. Nevertheless, the fundamental cause that Daewongun could exert absolute sovereign authority resided in the fact that the monarchy established and the king wielded a considerable power. Jongjeonggyeong actively participated in making Daewongun``s policies and brought variety to the running of the country. But when Daewongun signed personally the documents of Uijeongbu and Yukjo in the eighth year of Gojong, the status and political roles of Jongjeonggyeong were weakened. Jongjeonggyeong would no longer be the power base of Daewongun. This situation was causative of the phenomenon that a base of political support of Daewongun moved from Jongjeonggyeong to pro-Daewongun and a part of politicians, and served as a momentum of showing the limitations of the reign.
