본 연구는 이슈와 정당의 상호작용을 통해 어떻게 이슈가 기존 정치권에 변화를 주며 종국적으로 정부 정책에 영향을 미치는가를 분석하고자 덴마크와 스웨덴 이민이슈를 비교 분석하였다. 북유럽 국가로서 많은 공통점을 가지고 있는 덴마크와 스웨덴이 최근 이민문제 있어 차별된 정책 방향을 보인 주된 원인은 이슈 자체의 속성과 더불어 이민이슈가 정치쟁점화 되었는지 여부였으며, 이민이슈가 정치쟁점화 되는데 있어 결정적 역할을 한것이 바로 정당의 전략이었다. 이민 이슈에 있어 덴마크와 스웨덴 정당이 취한 입장은 확연한 차이를 보였는데, 특히 우파 정당이 이민 이슈에 있어 어떤 입장을 취하느냐가 결정적인 영향력을 발휘했다.

The purpose of this paper is to examine whether the interactive impact of issue and party on policy. Although there are lots of common in many aspects of Denmark and Sweden as a Northern European Countries, their immigration policies have been differentiated. While Danish immigration policies become conservative and regulatory, immigration policies of Sweden maintain liberal and multicultural. The main reason why two countries have different direction on immigration policy is that whether the immigrant issues become salient issue in the politics and the strategy parties utilize for the issue. In particular, the strategy of right-wing party is the main determinant for that.
