국토해양부에서는 2008년 12월 천안↔신창 간의 복선전철화공사를 마무리 하고 개통하였다. 전철개통 후 2008년 12월부터 2009년 7월까지 승객이용현황을 분석한 결과 대학생들의 학기 중과 방학 기간 중의 이용승객의 수가 크게 차이가 있는 것으로 나타나 전철의 주요 이용객이 대학생들임을 알 수가 있었다. 지역 내에 새로운 교통망이 신설된다는 것은 교통의 편리성, 유동인구의 증가, 부동산 가격의 급등 및 거래의 활성화, 상권의 형성 등 지역발전에 보탬이 되는 긍정적인 측면이 많은 것이 사실이다. 그러나 아산시의 경우 전철로 20분 이내의 거리에 도시여건이 월등한 천안시가 근접해 있고 또한 전철과 KTX가 상호 연결되도록 되어 있어 서울까지도 1시간 내에 왕래할 수 있도록 되어 있어 아산시민의 구매력이 대도시로 빼앗길 우려도 있다. 이를 본 연구에서는 지방경제의 블랙 홀(black hole) 현상이라고 설명하였다. 이러한 부정적인 현상을 방지하고 전철개통을 지역경제 활성화와 연계시키기 위해서는 다양한 대책을 강구하는 것이 필요하다고 분석되었다.

MLTM(Ministary of Land, Transport and Maritime Affairs) converted existing the single-track to the double-track between Cheon-an and Shin-chang in December, 2008. We found that most customers of the train were students because there were high and low in the number of students using the train from December, 2008 to July, 2009. It means. A new transporting network can make a good chance to develope the local community, for exemple growing population, rising real estate price, building business district, etc. However, Asan city may be lost its purchasing power of citizen to nearby metropolises like Seoul or Cheon-an. We will call this phenomenon ``the black hole of the local economy``. The research shows that it is needed lots of policies for making good effects of the rails on the local economy and preventing side-effects.
