이 연구의 목적은 창원시 통합 사례의 분석을 한국에서의 지방행정구역개편의 논리 및 지향하는 가치의 실제를 확인하고 기술하는 것이다. 이를 위해 지방행정구역개편의 개념과 가치의 틀을 논의하고 이러한 개념 및 가치가 창원시 통합과정에서 어떻게 나타났는가를 분석한다. 사례분석 결과 개념적 혼란과 통합 가치에 관한 합의의 형성이 부족했고 지방자치, 민주적 도시거버넌스가 상징적 가치에 머물렀다. 또한 통합 해당 3도시 간의 형평성과 종합적 분석이 결여되었음이 발견되었고 광역지방자치단체 역할이 소외되었으며 통합에 따른 규모비경제 효과는 경시되었다. 본 연구의 교훈이 향후 진행될 지방행정구역개편에 따른 사회적 비용을 감소시키는데 기여할 것이 기대된다.

The purpose of this study is to identify and describe the logic and oriented value of local administrative district reorganization in Korea by analyzing the case of Changwon. The study first discusses the current of definition of local administrative district reorganization and to identify the conceptual and value framework. The study then identifies the real concept and oriented value of city merger through the case of Changwon. The case shows conceptual disorder and missing values in the real process of city merger. The rhetoric of local autonomy, democratic urban governance prevails the process of merging three cities while disregarding the values of inter-city equity and comprehensive analyses. The role of provincial government was not noted and the diseconomy of scale was neglected. The lesson of the study is expected to contribute to build the consensus of merger by identifying the missing values in the merger process.
