국민의 생명, 신체 및 재산을 보호하고 사회공공의 안녕과 질서를 유지하는 역할을 담당하는 경찰조직에 있어 가장 중요한 자원은 15만명으로 구성된 인적자원이다. 또한 최근 경찰을 둘러싼 행정환경은 지역사회 경찰활동의 도입으로 획기적으로 변화하고 있는 상황이다. 지역사회 경찰의 도입으로 인하여 경찰활동에 있어 민생치안의 중요성, 범죄예방 및 두려움의 감소, 지역중심의 경찰활동의 중요성을 크게 부각되었고, 시민참여형 경찰활동이 대두되었다. 또한 국가 고유의 영역이었던 치안활동은 경찰과 지역사회 주민들 혹은 각종 정부 및 공·사 기관들이 범죄의 예방과 감소를 위하여 공동으로 노력하는 공조협력치안으로 인식의 변화를 이루었고 따라서 경찰활동은 법집행 못지않게 대민봉사의 중요성이 강조되고 있고 시민과 경찰관의 적극적 상호작용이 중요시된다. 마지막으로 시민의 민권의식 강화로 인하여 경찰행정에 있어 투명성의 강화가 요구되고 있고, 이와 같은 경찰활동을 수행하는 개개 경찰공무원의 전문성 향상을 통한 문제지향적 경찰활동을 이행할 필요성이 대두되고 있다. 경찰이 당면하고 있는 급변하는 치안환경에 부응하는 경찰활동의 수행을 위한 인적자원개발은 매우 중요하며, 경찰인적자원개발은 우수인력의 채용과정에서 시작된다. 따라서 우수한 경찰공무원의 채용은 성공적인 경찰활동의 필수적인 전제가 된다.

Through contemporary researches on policing, individual employees in law enforcement agencies has gained more and more attention from researchers and police organization managers. Unfortunately an important but largely ignored area of current research on individual police officers concerns on the perceptions of qualifications of ``Good Police Officers` among Korean police officers. And during last five decades or so, no research has been done on this issue in this country. Studying qualifications of good police officers is the extremely important issue because a substantial body of research indicates that particular patterns of traits of applicant`s predict world views and hence can in turn predict behavior at the workplace and behavioral predispositions on salient social issues. Therefore in this research, the researcher intended to answer these issues. (1) What are the characteristics of traits of good police officers percepted by police trainees in Central Police Academy. (2) Is there any differences among police trainee`s perceptions on the importances of 24 critical traits or qualifications of good police officers. To fulfill these research purposes, structured questions on 24 critical traits or qualifications(variables) are administered to 546 survey respondents. Survey respondents were consisted of police trainees who are underging police entrance training and educations currently in the Central Police Academy. Descriptive statistics were examined and SPSS for Windows 15.0 were used for data-processing. In this research all 24 critical traits were considered as important qualifications of a good police officers among 546 survey respondants even though there are a little differences of degrees.
