대규모 행사장은 많은 시민들이 참여하는 특성상 통합적이고 총체적인 안전대책이 마련되어야 하며, 경찰과 민간경비의 안전대책작용은 물론 관계기관의 지원과 관리·감독도 중요한 문제로 대두되고 있다. 본 연구에서는 대규모 시민이 참여하는 행사장에서 안전관리의 주체자로서 민간경비운영에 대한 발전방안을 논의하고자하는데 연구의 목적을 두었으며, 경비업체 종사자와 경찰관 면담을 통하여 연구를 수행하였다. 이 연구에서 논의된 발전방안은 대규모 행사장 민간경비운영관련 법제적 사안, 공경비와의 상호협력시스템, 대규모 행사장의 민간경비운영, 그리고 민영화 정책으로 요약된다. 첫째, 법제적 사안으로, 「경비업법」은 규제의 강화차원으로 개정·접근되어야 할 것이며, 대규모 행사장 경비와 직접적으로 연관된 「공연법」과 「재난 및 안전관리 기본법」, 소방관계법에 대한 실효적 개정도 이루어져야 한다. 교육훈련측면에서는 높은 수준의 교육운영, 경비업무별 세분화된 교육훈련프로그램 편성, 경비지도사 교육프로그램의 개선, 민간경비 전문교육기관의 역량 강화 및 제도 개선, 실무적인 교육이 시행 되어야 한다. 또한 민간경비 전문화를 위해 자격제도는 많은 제도적 보완이 요구된다. 둘째, 대규모 행사장의 민간경비운영이 적정성을 확보하기 위해서는 관계기관과 상호 협력시스템이 마련되어야 하고, 관계기관의 관리·감독 기능 및 지원 기능이 대폭 확대되어야 할 것이다. 셋째, 대규모 행사장의 민간경비운영과 관련하여 업무매뉴얼은 민간경비 역량을 강화시킬 수 있는 직접적 개선프로그램으로 적용되어야하며, 전문적인 경호·경비기법이 전체 민간경비에 발전적으로 제공되기를 기대한다. 더불어 첨단화된 경호·경비 장비를 사용할 경우 대고객 인식은 높이 평가될 것이고, 지능화·첨단화되어가는 범죄의 위협에 효과적으로 대응할 수 있을 것이므로 최대 활용되어야 할 것이다. 넷째, 수익성행사는 민간경비가 적극적으로 안전관리활동을 전개해야 하며, 특히 대규모 행사장 경비와 같은 큰 수익이 발생되는 업무는 우선적으로 민영화가 이루어져야 할 것이다.

The purpose of this study is that important to have integrated safety regulations in general considering the fact of large event halls a fact which many citizens are participate in. Getting cooperation from the department involved comes to the fore critical issues as well as actions of police and private security. In this study, it focuses on the methods to develop operating private security in large event halls which many citizens are participated in and the study is carried out through interviewing security guards and police officers. The methods to develop private security in this study are legal issues of managing private security service in large event halls, cooperation systems with public security service, managing private security service in large event halls and policies to privatize security service. First of all, considering legal issues, security industry act should be approached to reinforce regulations and actual reversion of performance low, disastrous and safety supervision fundamental law, firefighting relation lows which directly involved with large event hall security come into action. in the aspect of training, it is needed that high level of education, organization and improvement of specific training programs as well as private security organizations and working-level education. Also, it is needed to remedy private security organization`s shortcomings regarding specialization. Secondly, it is important to have cooperate systems with departments involved and expended functions of the departments regarding management and supervising is needed. Third, regarding private security in large event halls, direct improvement programs and professional security technique should be applied. It can be a good opportunity to raise awareness and cope with intelligent crimes by using up-to-date security equipments. Fourth, private security organizations should handle safety management activities in profitable events, especially large event hall security. Also, it is better to privatize security service in profitable business areas.
