본 연구에서는 지방자치와 관련된 법과 제도의 변화 시기를 준비기, 부활기, 제도화기, 혁신기로 구분하고, 각 변화시기가 지방채 발행 규모에 어떠한 영향을 미쳤는지를 분석하였다. 그 결과, 지방자치 제도의 혁신기에서 광역자치단체와 기초자치단체의 상황이 서로 상이하였으며, 그 동안 지적되어왔던 대로 지방채 발행이 주로 광역자치단체에 편중되어 있음을 확인하였다. 이는 혁신기의 중요한 제도변화인 지방채발행총액한도제로의 변화가 기초자치단체의 시에는 여전히 그 효과를 보여주지 못하고 있음을 의미한다. 따라서 본 논문은 지방자치에 대한 법과 제도의 변화에도 불구하고 여전히 그 취지를 살리지 못하고 있는 점을 인식하고, 지방채의 효율적인 활용을 위한 지방채 발행제도의 개선과 지방채발행에 대한 각 자치단체의 인식 변화의 필요성에 대해 설명하였다.

This study focuses on the local government borrowing caused by the change of the law and the system institution related to the local autonomy in Korea according to four steps; the preparation, the resurrection, the institutionalization and the innovation stages. As the result, the wide-area government and the foundation of local government in the innovation stage had the different aspects about the local government borrowing each other and it was dominantly concentrated on the wide-area government. It means that the foundation of local government still has not obtained any valuable results in spite of changes in local government borrowing institution. In this paper, we recognize that the current changes of the law and the system institution regarding to the local autonomy has not been enough for the realization of their original purposes. Furthermore, it is explained that the improvement on the institution of the local government borrowing is required for its efficiency in addition to the change of each local government in the point of view of the local government borrowing.
