체계적인 이론형성과 활발한 연구활동 및 정교한 방법론 개발은 학문성장과 이론발달을 위한 세 가지 필수적 요인으로 간주될 수 있다. 이러한 관점에서 볼 때 한국 교육행정학의 학문적 발전은 선진외국에 비하여 내용적 깊이와 적용 범위의 포괄성 및 이론발달을 위한 철학적 배경의 다양성 등에 있어서 상대적으로 부족한 상황에 머물고 있다고 할 수 있다. 본 논문은 급변하는 시대환경과 다양한 외부 여건 속에서 한국 교육행정학이 지향해야 할 미래적 방향성을 이론적 수준에서 탐색하는데 목적이 있다. 이를 위해서 우선적으로 교육행정의 외적 환경 요인으로서의 시대적 상황과 내적 지향점으로서의 교육발전의 개념을 살펴보고, 교육행정 이론발달의 역사와 철학적 배경을 검토하면서 교육행정학의 지식기반 강화를 위한 실천방안(시대정신에 대한 철저한 이해, 학문 융합, 대안적 시각 분석, 각 이론의 교육조직 적용가능성 검토, 대안이론 전문서 출간, 지식창조자로써의 학자적 자세, 학습기반 강화 등)의 주요 내용을 탐색하고자 한다.

The question of whether educational administration in Korea has a critical theoretical base to enable sufficiently administrators to have proper solutions for practical issues has long been a central issue in the field. In this paper, it has been argued that the excessive quest for the knowledge base of educational administration, based on philosophical assumptions of positivism, would exclude other various theoretical perspectives, such as subjectivism, critical theory, postmodernism and naturalism available to date, from using appropriate epistemological means for researching the field. In order to broaden a narrow view of the quest for the knowledge base of educational administration, it has been argued, a notion of a learning base needs to be developed further since it implies ``no ending points`` in researching. After all, knowledge is acquired, it has been argued, after learning happens so that a notion of learning base needs to be taken account into the field. For making the field remain to be convincing knowledge-based beyond a merely technically oriented discipline, it has been suggested that collaborative efforts of all the members of KSSEA need to be put into practice by developing learning culture embracing alternative approaches and conducting more sophisticated research for restructuring educational system, such as building a learning community.
