문화의 가치가 산업분야에서뿐만 아니라 사회복지분야에서도 중요성을 띠게 되면서 오늘날 한 국가의 문화대계를 세우는 문화정책의 중요성도 커지고 있다. 문화는 변화하는 속성을 지닌다. 문화는 끝없는 변화생성의 과정을 겪는다. 외부로부터 한 사회로 유입된 문화는 그 사회의 배경과의 문화접변을 통하여 변한다. 또한 도입되었거나 개발된 새로운 지식이 유용한 것으로 판명되면 전체 사회에 확산되어 혁신이 일어난다. 이러한 과정에서 기능을 상실한 낡은 문화요소들은 소멸되어 간다. 문화는 이처럼 정지된 상태로 존재하지 않고 끊임없이 진화하거나 퇴화의 길을 밟는다. 문화인류학자들은 문화의 이러한 성격을 초유기체성이라 부르기도 한다. 한 사회의 문화를 이해하는데 있어 이들 문화의 성격의 바른 이해가 전제되어야 한다. 특히 조선조는 국가의 이상향이 문화국가였다는 점에서 문화예술적으로 매우 큰 시사점을 주는 시대이기도 하다. 조선조가 너무 문화를 지나치게 중요시하며 문약(文弱)으로 흘렀다는 평가가 있기도 하다. 그러나 문화가 곧 국가경쟁력이 되는 지금 조선조에서 도출할 수 있는 문화예술의 사회복지적 가치는 무궁무진하다. 현재를 바라보는 거울로써의 문화의 중요성을 생각해본다면 이 분야의 연구는 매우 가치있다고 생각한다.
As the value of culture is emphasized in social welfare field as well as industrial field, today, more priority is given to culture policy to establish large-sale culture plan of one country. Culture has the property of change. Culture experiences the process of endless change and creation. The culture introduced from the outside to one society changes through cultural contact with the society background. If the new knowledge, which is introduced or developed, is identified as useful, it is enlarged into entire society, creating innovation. In the process, old cultural factors that lose function are extinguished. Like that, culture does not exist in a stationary status but follows the road of evolution or degeneration continuously. Cultural anthropologists call the characteristic of culture superorganism. We have to understand a society culture on condition that we understand the characteristic of culture first. Especially, when considering that the ideal of Chosun Dynasty was culture country, it was the age that provides important point culturally and artistically. There is also an evaluation that Chosun Dynasty gave too much priority to culture so it was biased to literature. In the current time point that culture becomes the competitiveness of country, however, the present values of culture & art that can be found in Chosun Dynasty are limitless. When considering the importance of history as the mirror to view the present, the study on this field is very meaningful.
