행정 경험이나 정책은 국가 발전의 단계에 맞춰 발전해 가기 때문에 발전이 뒤쳐진 국가의 경우에는 단계가 앞서 있는 국가의 그것을 수입하고, 모방하며, 학습하여 활용하게 된다. 한국 행정학 이론은 원론적인 부분에서부터 실천적인 것까지 세계 최고 수준에 도달해 있다. 구체적인 행정 현실을 토대로 발전된 것이거나 현실적으로 검증된 것들이 적지 않다. 이런 이론들에 대해서도 있는 그대로 이웃 국가들에게 소개할 필요가 있다. 그들도 우리가 겪었던 것처럼 ``이론과 현실을 다르다``는 형태의 고민을 하면서 발전시켜갈 것이다.

As administrative experiences and policies develop in accordance with the steps of national development, underdeveloped countries import, imitate, learn, and utilize them of the developed countries. Until now Korea has imported capital, knowledge, and technology from USA, UK, and Japan and completed the national development. Administrative theories are following the similar process. The experiences of Korean`s nation building, economic development, political democratization, and culture/welfare can be a good model to the developing countries. At the same time, theories of public administration developed in Korea are also a good learning point.
