농수산업을 둘러싼 환경변화는 식품산업과의 연계 필요성을 더욱 증가시키고 있다. 이에 따라 안전규제 중심의 농식품행정에서 벗어나 농식품산업육성을 위한 정부의 정책적 관심과 지원이 점차 확대되고 있다. 이를 위해 2009년부터 정부는 농수축산물 안전규제기능을 담당하는 검역기관 3개를 통합하는 방안과 함께 농림수산식품부를 중심으로 하는 농식품산업 지원체계를 마련해가고 있다. 그러나 현재 농식품연구개발, 품질관리 및 인증, 품종관리 등 관련 정책기능들이 여러 기관에 분산되어 있어서 효과적인 농식품산업 지원정책을 제약하고 있다. 따라서 융합적 농식품산업육성체계 구축을 통해 연구개발과 연계된 개발기술의 보급 및 산업화 촉진에 기여할 수 있어야 한다. 이를 위한 대안으로 국립농산물품질관리원, 국립종자원 및 농림부 산하기관인 축산물품질평가원 등을 농촌진흥청과 통합하여 연구개발, 기술보급, 산업화 기능의 분리형에서 기술종합지원형 행정체계를 구축함으로써 생산, 가공, 유통에 이르는 통합적 농식품산업 육성정책의 추진을 위한 제도적 기반이 마련되어야 한다. 이러한 논의는 최근 가속화되고 있는 농식품산업을 둘러싼 환경 변화, 외국사례 분석, 관계자 설문분석결과 등을 토대로 도출한 것으로서 본 논문에서는 농식품행정체계의 개편 필요성과 추진방향을 제시하였다.

This article aims to argue empirically the necessity and direction of the comprehensive joint-up administration in an agro-food industry promotion policy. A rapid change in the environment for agro-fisheries industries has gradually enhanced the necessity of linkage with a food industry. A governmental policy, in line with this, has extended to strengthen agro-food industries beyond the safety regulation on food; for example, in addition to integrating three quarantine service agencies, the government has recently established the comprehensive plan for supporting agro-food industries. Thus, the administrative functions which are closely related to the support of the industries yet still distantly diffused to several agencies - e.g. agro-food research and development, agro-food quality management & certification, and genetic seeds management - should be effectively integrated with a view to the extension and industrialization of newly developed technologies. It might be a joint-up administration rather than one separated by each function that can crystallize a more effective farm-to-table system in a rapidly changing industry environment.
