본 연구는 도로계획의 수립과 도로점용 시설물 설치 인, 허가 초기단계에서부터 교통사고와 이용불편을 사천에 차단하는 <환경 설계를 통한 교통 안전도시 모델>로 전국 최초로 시행 되는 것이다. TSCD 는 현장 근무 교통경찰관들이 자체 개발한 학술 용어로 환경설계를 통한 범죄 예방 설계기법(CPTED, 셉테드기법) 을 벤치 마킹한 것으로 도로상에 교통사고의 위험요소를 사전에 제거하여 인명보호와 안전확보는 물론 사회적 비용을 절감하고 시민의 안전과 참여로 교통안전을 향상 시키는 기법이다. 도로에 설치되는 모든 시설물의 설계에 환경적 요인의 교통개념을 도입하여 사고와 이용불편을 감소시켜 교통 안전이 확보되고 쾌적한 소통을 보장하려는 데에 목적이 있다. 바람직한 도로 교통 환경을 만드는 것이 궁극적인 본 논문의 목적이다.

This research is the first attempt as a which prevents traffic accidents and inconveniences at the establishment of road plan and in the beginning step of permitting road-privately-using facilities all over the nation. Benchmarking CPTED, field-working traffic police officers develop TSCD as a academic term themselves. This is a new technique which improves life protection and safety secure as well as cutting off social costs and improving traffic safety with the participation of public by removing the risk of traffic accident in advance. TSCE) has a purpose on guaranteing traffic safety and pleasant flow by introducing environmental traffic factors to design of all facilities on the road to reduce traffic accidents and inconveniences. Making desirable road traffic environments is the ultimate purpose of this paper.
