우리나라는 하루 평균 약 42명이 자살로 사망하고 있다. 이로 인하여 경찰의 자살 관련 출동빈도도 높아만 가고 있는 것이 우리 경찰의 자살관련 내·외부적 환경변화이다. 이에 경찰도 보다 전문적인 자살관련 지식을 겸비한 활동이 요구되고 있다. 이러한 상황에서 체계적인 대응으로 자살시도자 및 경찰관의 희생을 최소화하기 위해 다음과 같은 제언을 하기로 한다. 먼저, 자살시도 위기상황에 최초로 출동하는 경우 경찰은 119구급대뿐만 아니라 전문부서인 정신보건센터에도 연락을 취하여 공조체제를 확립하여야 한다. 그래야만 보다 효과적인 자살시도에 대한 대응이 될 수 있다. 현재 서울 등 일부 광역정신보건센터는 전문 인력의 출동이 가능하다. 둘째, 자살시도 위기상황에서 경찰관의 안전확보를 위해 높은 곳에서 임무수행 시 경찰관은 몸에 로프를 연결하거나 에어매트의 활용은 긴요하다. 자살시도 상황은 높은 곳 등 장소적 위험뿐만 아니라 자살시도자도 위험할 수 있는 대상이기 때문이다. 셋째, 자살시도자의 생명을 구한 경우에는 전문기관인 정신보건센터에 인계하는 것이 높은 자살 재시도 율에 대한 효과적인 조치이다. 넷째, 자살시도 위기상황에 대한 대화법 등 기본지식이 경찰관에게 함양되어야 한다. 이를 위해 경찰관에게 자살관련 교육의 기회가 확대될 필요가 있다.

In our country, 42 people put an end to their own lives on a daily basis on average, and police officers are frequently called out due to suicides. The growing suicide rate basically concerns the duties of the police, and today`s society calls on the police to respond to that in a more professional and specialized manner. There are some suggestions on how to respond to suicide properly to minimize the number of suicides and the number of victims on the side of the police: When the police is called out at the critical moment of suicide attempt, they should inform not only the 119 Emergency Medical Service but a local mental health center specialized in this issue to team up with them. That will be one of sure ways to successfully cope with suicide attempt. Currently, it`s possible for mental health centers located in large cities including Seoul to dispatch professional personnels. Second, the use of secure rope or air mattress is indispensable to the safety of police officers when someone attempts to commit suicide. Those who decide to take their own lives might be dangerous people themselves, and usually makes an attempt to do that in dangerous places such as a high building. Third, if a suicide attempter is saved, it`s advisable to let a local mental health center, which is a specialized institution, take care of him or her instead of merely allowing him or her to go home. That will be one of effective measures to respond to suicide. Fourth, police officers should learn how to cope with the critical situation, such as ways of talking, and they should be given more chances to receive education on suicide.
