이 연구에서는 한국 복지정치의 지형을 거시적, 중시적 미시적 차원에서 다각적으로 살펴보았다. 다면적 실증분석과 이론적 논의를 통해 본 연구가 도출한 결론들은 다음과 같다. 첫째, 거시적으로 볼 때 한국의 복지국가는 성장제일주의의 산업화 담론에 묻혀 최근까지도 새로운 돌파구를 찾지 못한 채 방황한 것 같다. 둘째, 주요조직에 관한 복지노선 분석 결과, 복지에 관한 주요조직들 사이의 입장 차이는 시장형과 공공형에 대한 각각의 선호차이로 요약된다고 할 수 있다. 셋째, 개인 수준에서 파악되는 복지정치의 인식과 태도는 상당히 흥미로운 결과들을 보여준다. 우리 국민이 참기 힘들 정도의 소득격차를 경험하고 있음이 분명하고, 그에 따라 복지에 대한 정부의 책임을 점점 더 원하고 있는 것으로 나타난다. 최근으로 오면서 감세보다는 증세를 지지하며, 조세정의부터 고치길 원하고 있다. 한편, 전반적인 복지국가 전략으로써는 조직 수준 분석에서 보이는 것과 동일한 종류의 ``중도적``인 복지전략을 선호하는 것으로 파악된다. 즉, 성장과 복지를 동시에 지향하는 후보에 대한 선호가 압도적으로 높게 나타난다. 동시에, 보편과 선별이라는 복지제공의 기본틀에 관해서는 팽팽하게 의견이 나뉘고 있다. 전반적으로 평가하자면, 최근 벌어지고 있는 한국 복지정치의 폭발현상은 한국 복지국가 역사에서 하나의 변곡점으로 승화될 공산이 클 것이라 예상된다.

This study explores welfare politics of Korea in terms of macro, meso, and micro aspects of welfare political contexts, on the basis of the analytical as well as theoretical discussions this study consludes with several major findings as follow. Firstly, until very recently Korean welfare state has not fully developed because of the well-known orientation of productivism. Second, political cleavages among the major actors in welfare politics rise along the line of preference towards market- or public-orientations. Thirdly, welfare political attitudes of individuals look very interesting in that they seem to recognize income inequality as too high, they want to see more public solutions for it. In addition Korean people seem to support more fiscal resources for the welfare state, not the cutbacks or tax-reductions. Interesting enough to note, Koreans, however appear to be absolutely moderate in terms of welfare-ideological stance. They seem to refuse any sort of welfare strategy which is maintained without economic sustainability.
