한반도에 인접한 일본에 있어서 「한반도의 평화와 안전성」은 대단히 중요하다. 그러나 일본은 여전히 북한과의 국교를 수립하고 있지 않다. 그러므로 일·북간에는 여러 가지 문제가 발생한다. 따라서 기본적으로 일본은 북한과의 국교를 정상화할 필요가 있다. 그렇지만 동서냉전을 전제로 해서 더불어 한국과 북한이 대립하고 있던 시기에 국제환경하, 일본이 북한과의 국교를 수립하는 것은 사실상 불가능했다고 볼 수 있다. 그렇지만 냉전종결에 의해서 그러한 국제 환경은 크게 변화를 이루었고, 한국과 북한은 이미 서로 UN가맹국이 되고, 일본이 북한과의 관계를 정상화 할 수 있는 가능성이 생겼다. 본고에서는 일조국교정상화의 전후를 전망하기 위해 우선 일본에 있어서 북한과의 국교정상화는 어떤 의미를 가지는지 명확하게 하고, 그 다음 국교정상화교섭의 구조를 분석하고, 그것을 전제로 해서 2002년 고이즈미 총리의 방북 이후에 일조 관계에 대해서 알아보겠다.

The peace and stability of the Korean Peninsula are very important thing under the standpoint of Japan. However, Japan did not establish diplomatic relations with North Korea yet. Therefor, Both countries require to set up the normalization of diplomatic relations, because a great deal of problems are happening between North Korea and Japan. At the period of opposing two nations based on the Cold War, under the international circumstances, the establishment of national friendship between two countries was not possible. Nevertheless, the international circumstances caused by the termination of the Cold War was changed considerably, and North Korea and South Korea had become the member nations of UN. In view of these, North Korea and Japan have greatly the possibility to normalize diplomatic relations. This study analyzed the meaning of the normalization of diplomatic relations which Japan intends. Also, the study examined the constitution of the normalization of diplomatic relations and penetrated the relations between North Korea and Japan after the state visit of koizumi junichiro to North Korea in 2002.
