본 연구는 청소년복지는 사회복지와 불가분의 관계를 지니고 있으나, 복지 이념체계에서 복지와 경제의 불가분성을 강조하는 경향을 청소년복지에서도 그대로 수용해야 하는지에 대한 의문에서 출발한다. 사회복지의 한 분야로서의 청소년복지이념에 주목하면서 궁극적으로 포괄적 복지 개념을 안고 있는 청소년복지의 독자적 이념방향 탐색을 목적으로 하여, 경제적 시각을 넘어선 청소년복지이념의 핵심을 제시한다. 또한 ``경제인``에서 ``복지인``으로의 전환을 통해 청소년복지의 이념 방향과 실천과제를 탐색해 청소년복지의 이념적 모색을 추구하고자 하는데 연구의 의의를 둔다.
