본 연구는 단위학교조직의 교육역량강화를 위한 학교조직에 대한 체계적인 조직진단에 따른 학교조직의 교육성과 증대를 위한 모색의 일환으로 일반 사기업에서 성과제고를 위한 조직진단 방법의 하나인 미국의 말콤볼드리지 국가품질상(MBNQA)의 교육분야 기준(Education Criteria for Performance Excellence)을 적용하여 학교장의 리더십, 학교의 전략계획, 학교의 인적자원, 학교운영 프로세스, 학생과 이해관계자인 고객, 성과분석을 위한 측정과 분석, 그리고 지식경영 시스템과 학교조직의 교육성과간의 인과관계를 규명함으로서 한국 학교조직내 어떠한 요인들이 중요성을 지니며 학교조직의 교육성과에 어떠한 요인들이 큰 영향을 미치는 지를 파악하고자 하였다. 연구방법은 부산지역 초·중·고 단위학교의 교사들을 대상으로 인과관계를 보기 위한 가설을 설정하고 검증하였다. 연구결과, 학교장의 리더십이 학교의 전략계획과 인적자원, 그리고 측정·분석 및 지식경영에 통계적으로 유의한 영향을 미치는 것으로 나타났다. 또한 측정·분석 및 지식경영이 학교의 전략계획과 인적자원, 그리고 고객에 통계적으로 유의한 영향을 미쳤으며, 학교조직의 교육성과에는 고객이 유의한 영향을 미치는 것으로 나타났다. 반면 학교장의 리더십이 프로세스와 고객, 그리고 학교조직의 교육성과에 미치는 영향, 전략계획이 인적자원과 프로세스, 고객에 미치는 영향, 측정·분석 및 지식경영이 프로세스에 미치는 영향, 인적자원이 프로세스와 학교조직 교육성과에 미치는 영향, 고객이 프로세스에 미치는 영향, 프로세스가 학교조직 교육성과에 미치는 영향을 검증한 결과 통계적으로 유의한 영향을 미치지 못하는 것으로 나타났다.

The purpose of the National Quality Awards is to reward those companies who achieve outstanding results and to distribute such success cases among other companies for the improvement of their corporate competitiveness and thereby national competitiveness. The MBNQA was legislated in the House of Representatives and it has been continuously improved by the National Institute of Standards and Technology and various evaluation criteria have been developed to cover not only manufacturing sector but also service, healthcare service, public area, education area and others. South Korea also developed its own National Quality Awards in benchmarking of the U.S. MBNQA model and it has seven evaluation criteria : Leadership; Strategic Planning; Customer and Market Focus; Measurement, Analysis and Knowledge Management; Human Resources Focus; Process Management; Business Results and the award is given to outstanding companies every year. Therefore, in this research, we developed questionnaire of school organizations with reference to the MBNQA. And The purpose of this study is to examine the cause and effect relationship of educational performance factors for educational competence Empirical result is that leadership of school principal has direct influence on strategic planning, human resource, measurement, analysis and knowledge management. Measurement, analysis and knowledge management has direct influence on strategic planning, human resource, customer. And customer has direct influence on educational performance of school organizations.
