조직의 관리적 노력들이 경찰성과에 미치는 영향에 대한 연구이다. 먼저, 경찰성과를 지표화함에 있어서 추구하는 행정가치(능률성 또는 대응성)와 관리의 난이도를 고려하여 네 가지로 유형화하였다. 더불어, 두 가지의 대표적인 경찰활동 전략(전통적 경찰활동과 지역사회 경찰활동)에서 널리 활용되고 있는 여섯 가지의 관리방안(경찰인력의 규모, 전문성, 정보기술 활용도, 공식화, 지역사회 경찰활동, 지역적 차별화)에 대해 설명하고 가설을 수립하였다. 미국의 535개 도시경찰을 분석단위로 회귀분석한 결과, 관리요인들이 경찰성과에 영향을 미친다는 가설을 뒷받침하고 있다. 특히, 전통적 경찰활동 전략은 관리가능한 성과지표에 유의미한 영향을 미친다. 하지만, 이러한 관리요인들은 관리가능성이 낮은 성과지표에는 유의미한 영향을 확인하지 못하였다. 결국, 경찰성과 향상을 논의할 때, 과연 무슨 성과를 말하는지를 명확히 한 후, 그에 맞는 관리방안을 강구하여야 한다는 정책적 시사점을 찾을 수 있다.

Municipal police agencies receive much pressure from both elected officials and citizens to show their performance. This paper explores how to accomplish good police performance and whether one management factor which works well and influences one performance measure also works in another performance measure which embraces other public values. For the police performance, the author suggests distinctions among police performance measures based on two dimensions: the degree of manageability (high or low) and the values that are measured (efficiency or responsiveness). Extending the model by Nicholson-Crotty and O`Toole, the author develops hypotheses related to law enforcement management issues such as police force size, professionalism, information technology, formalization, community policing, and spatial differentiation, and test them empirically by using three different data sets: (1) Uniform Crime Report, (2) 2003 Law Enforcement Management and Administrative Statistics (LEMAS), and (3) 2000 United States Census. In results supportive of the model, the findings indicate that high information technology and low formalization leads to high clearance rate, that high professionalism and low spatial differentiation reduce the number of complaints related to using force, and that community policing matters for reducing crime rate.
