본고는 우리나라 지방자치단체의 주민자치 현실에 대한 연구의 일환으로 기초자치단체 수영구의 주민을 대상으로 설문조사를 통해 이들의 사회참여, 주민참여 및 자치기관의 대의기능에 대한 주민평가의 현황과 이들 현황 사이의 관련성을 조사·분석한다. 1999년 및 2005년에 필자는 수영구 주민을 대상으로 동일한 주제의 설문조사연구를 수행한 바 있어, 본 2009년도 조사연구에서는 과거 조사결과와의 비교분석을 곁들이고 있다. 조사·분석 결과는 다음과 같다. 사회참여의 경우, 2009년 현재 수영구 주민들은 높은 사회참여도를 보이고 있는 가운데, 과거에 비해 비참여자의 비율이 늘어나는 반면 참여자들은 점점 더 많은 단체에 참여하는 사회참여의 양극화 현상이 나타나고 있다. 주민참여의 경우, 2009년 현재 수영구 주민들의 주민참여도는 0∼10점 범위의 척도에서 평균값 1.42점으로 측정되어, 사회참여와는 달리 정치참여는 그리 활발하지 않은 것으로 판단된다. 자치기관의 역할에 대한 주민평가를 살펴보면, 2009년도 조사결과 0∼24점 범위의 척도에서 전체 응답자의 주민평가도의 평균값은 14.67점으로 측정되어 2005년도의 15.1점보다 미미하게 낮아지긴 했으나 보통수준을 약간 상회한다. 한편 사회참여와 주민평가 사이에는 약한 상관관계가 있는바 비참여자보다는 참여자가 그리고 비정치단체참여자보다는 정치단체참여자가 자치기관의 역할에 대해 높게 평가하는 경향이 있다. 그리고 주민참여와 주민평가 사이에는 보통 수준의 상관관계가 있으며 주민참여도가 높은 사람일수록 자치기관의 대의기능에 대해 더 높은 평가를 내리는 경향이 있다. 이상의 연구결과를 종합해보면, 수영구의 경우 주민의사에 따른 주민자치는 자치기관을 통해 어느 정도 이행되고 있으나 주민 스스로의 참여를 통해서는 거의 이루어지지 않고 있다고 할 수 있다. 그러나 주민들의 활발한 사회참여는 이들의 주민참여도를 제고시키고, 제고된 주민참여도는 자치기관의 역할에 대한 주민만족도를 증대시키는 것으로 분석되었다. 이렇게 볼 때 사회참여와 주민참여의 활성화는 자치기관에 대한 신뢰를 증대시켜 지방자치의 안정적 발전에 도움이 된다고 할 수 있다.

This paper studies the states of social participation, political participation and local government evaluation of the residents of Suyeong-gu, Busan, on the basis of a survey by questionnaire done in 2009 and in comparison with the results of the surveys by questionnaire done in 1999 and 2005 on the same region by the author. The results of the surveys are analyzed as follows. The degree of social participation of the residents is very high, while that of the residents` participation in local politics is very low. And the residents` evaluation of the general performance of the local government is somewhat positive in 2009 as well as in 2005. The analysis of the results shows also that the individuals of higher social participation in degree are more active in political participation and those of higher political participation in degree are more positive in the evaluation of the performance of the local government. This leads to a conclusion that broad social and political participations make citizens more conformist to local government, to render the local democracy more stable.
