우리나라는 그 동안 쌀 이외의 채소·과실 등과 같은 농산물에 대해서는 강력한 수급 및 가격안정 정책의 추진보다 최대한 시장을 존중해 왔다. 농식품부에서 일부 채소에 대한 정책을 시행하고 있지만 해당 농산물의 가격이 큰 폭으로 상승하면 중국산 농산물을 수입하여 가격급등을 완화시키는 정도 내에서 소극적으로 대응해 왔다. 채소는 부패가 쉽고 가격에 비해 부피와 중량이 크며 중국에서도 최근 채소의 소비가 증가하는 추세이므로 수입을 통해 국내 수급과 가격을 안정시키는 데 한계가 있다. 그런데 채소재배는 기계화가 어렵고 노동이 많이 필요로 하는 작물임에 반하여 농촌은 노동력 부족과 고령화가 진행되고 있으므로 채소의 산지 재배면적이 감소하고 이로 인하여 농산물의 수급과 가격의 불안정이 반복되는 것은 당연하다. 국내 농산물의 소비는 일정하고 안정적이다. 그래서 공급이 감소하여 자급률이 떨어지고 기후불순이나 병충해로 생산이 감소하면, 농산물의 가격은 바로 민감해져 농산물 시장은 가격의 등락 폭이 심해지는 ``취약시장``으로 변한다. 채소생산과 유통정책이 필요한 이유가 여기에 있다. 농산물은 시장수급실세에 의해 가격이 형성되므로 채소가격을 공산품처럼 일정하게 할 수 없다. 그러나 수급과 가격안정을 유도하는 기반을 만드는 정책을 추진하면 심각한 가격불안정을 막을 수 있다. 저온저장시설을 포함한 소비지 물류센터를 확충하여 농산물의 소비지 분산출하를 돕고 태풍·폭우 등 이상기후로 인한 적기 공급 곤란 등의 물류장애를 해소해야 한다.

So far our country has put emphasis on the market as much as possible without employing decent demand and supply and price stabilization policies for fruits and vegetables except for rice. The Ministry of Agriculture, Fisheries and Food has promoted the policy on some vegetables but if the prices of those farm products rise by a lot, the department imports the Chinese agricultural products. And it has coped with just passively, relieving the skyrocketing of the price by importing the Chinese agricultural products. Growing vegetables is hard to mechanize and requires a lot of labor. But these days the workforce is shrinking in rural areas. Also the aging population is quickly increasing in farm villages and the producing area is reducing. So the supply and demand and the instability of the price are repeating. That`s exactly why the vegetable production and the policy on distribution are needed. If we promote the policy that is building the foundations leading to adjustment of demand and supply and price stabilization, we can prevent the severe unstable prices. We must expand the distribution center in retail market including the cold storage facilities in order that we can make a diversified supply the agricultural products in retail market and resolve the distribution disorder like the timely supply difficulties resulted from abnormal climate changes such as typhoon and heavy rain.
