이 연구는 ``한국중고등학교골프연맹(이하 중고연맹)``의 창립 과정의 의미를 탐구하기 위해 중고연맹의 공문서 및 정책 자료를 검토·분석하여 다음과 같은 결론을 얻었다. 첫째, 중고연맹은 중·고등학교 체육교사에 의해 창립되었다. 체육교사들은 설립위원회를 구성하고 규약을 제정하여 조직을 결성 하였다. 둘째, 중고연맹은 대외정책을 수립하고 경기정책을 입안하였다. 정책의 주요 제도는 선수등록, 체육특기자 대회 인정, 선수복지, 경기위원 교육을 제도화 하였다. 셋째, 중고연맹이 개최한 대회는 체육특기자 대회로 인정을 받고, 선수증(장학)의 발급은 주니어 골프의 성장 동력으로 작용하였다. 넷째, 중고연맹의 대회 개최는 선수들의 경기 규정 위반 사례 및 대회운영의 제반 문제가 발생하였다. 이에 골프규칙 교실을 신설하여 선수들의 자질을 향상하고, 경기위원 교육제도를 통해 대회운영의 체계를 확립하였다. 이와 같이 중고연맹의 창립은 국내 골프 발전에 중요한 원동력이 되었으며, 그 역할은 한국 골프의 세계화를 선도해 왔다는 역사적 의미를 부여할 수 있다.

This research aims at examining the meaning of the foundation process of Korea Junior Golf Association. To accomplish this purpose, official documents and policy data of KJGA since 1989 were studied and analyzed. First, as for the background of the establishment of KJGA, physical education teachers in middle and high schools founded it. They organized an establishment committee of KJGA, enacted regulations and formed the organization. Second, KJGA made an external policy and drew game policies. With regard to the main systems of the game policies, registration of players, student athletes, welfare for players and education of tournament committee were institutionalized. Third, the game held at the early days of the establishment of KJGA was recognized as one for student athletes, and the system of issuing a player`s certificate(scholarship) played the role of the growth engine for junior golf. Fourth, as games began to be held by KJGA, the players` violation of game regulations and general problems in the management of games occurred. So KJGA set up a golf rules class to improve players` qualification, and have established the system to operate games through the education system for tournament committee. In this way, the foundation of Korea Junior Golf Association is an important key to the development of Korean golf, and has the historical meaning that its role has led the globalization of Korean golf.
