세계화 과정과 함께, 무역과 경쟁은 외관상 무관한 것처럼 보이는 2가지 종류의 정책인데, 이러한 두 가지 종류의 정책사이의 구별은 지금까지 다소 애매모호했던 것이 사실이다. 특히, 2009년 경제 위기의 결과로서, “보호주의가 무역을 보호할 수 있는가?”라는 질문에 만족스러운 대답을 추구하는 데에 대부분의 무역 정책수립자들이 고심하고 있을 때, “경쟁 정책과 무역 정책의 상호작용이 어떻게 경제 발전에 기여할 수 있는가?”에 대한 새로운 발전 모델에 관해 탐색하기 위해, 일부 정책수립자들은 경쟁을 무역에 도입할 것을 다시 한번 요청했다. 발전 이익을 확보하기 위해 경쟁을 무역에 보다 양호하게 연계시키는 방법, 아니 보다 더 정확하게 말하면, 논란이 되고 있는 현행 무역 기제를 점진적으로 세계화되고 있지만 아직 세련되지 않고 있는 경쟁 기제와 통합시키는 방법이, 각국에 직면하고 있고, 우리로 하여금 보다 더 많은 것들을 투자하도록 요구하는 새로운 도전적인 프로젝트이다. 본 논문에서는 그러한 목표를 달성하기 위해, 그러한 목표 하의 여러 가지 문제들 중에서, 각각의 국내적인 맥락에서 2가지 정책들 사이의 접점에서 발생하는 구체적인 발현 각각을 철저하게 검토하고, 반덤핑 정책 대 경쟁 정책에 적응하는 것뿐만 아니라 반덤핑과 소비자 이익(경쟁 정책의 본질적인 관심)사이의 관계에 초점을 맞추어 해결점을 찾아보고자 한다.

Along with the globalization process, the distinction between trade and competition, two seemingly unrelated different kinds of policy, has become somewhat blurred. Especially in the wake of the economic crisis 2009, when most trade policymakers remain busy with seeking a satisfying answer to the question “can protectionism protect trade”, some once again call for introducing competition into trade, so as to explore on a new development model of “how can the interaction of competition and trade policy contribute to economic development”. How to better link competition with trade to assure development gains, or rather, how to integrate the current controversial trade mechanism with gradually globalized but yet unsophisticated competition mechanism, is a new challenging project that confronts each country and beckons us to dedicate more. Towards that aim, among various issues beneath such, a thorough examination of each specific manifestation of the interface between the two polices in each domestic context is also indispensible. Orientating itself in the most controversial manifestation thereunder, i.e., antidumping versus competition policy, as well as focusing on the relationship between antidumping and consumer interest (the essential concern of competition policy).
