단국대학교 연민문고에 있는 『沔陽雜錄』은 眄川郡守로 활동했던 朴趾源이 작성한 글을 모은 책으로, 이 책의 최종적인 작성 시점은 1799년 5월에서 1800년 8월 사이가 된다. 이 책은 현재 6책(2, 3, 4, 6, 7, 8)만 남은 缺本인데, 판심의 하단에 "燕巖山房"이라 새겨져 있는 박지원의 家藏本이다. 『면양잡록』에는 『七事考』의 필사본 2종이 수록되어 있다. 첫 번째 것은 대부분 초서체로 필사되어 있는데 박지원의 親筆로 판단된다. 두 번째 것은 해서체인데, 誤字가 있으면 글자 위에 두껍게 쓰거나 誤字에 동그라미를 치고 界線상단에 교정된 글자를 썼다. 이는 박지원이 초서체로 작성한 것을 그의 手下에 있던 書吏 등이 다시 필사한 것으로 보인다. 『칠사고』는 박지원이 직접 편집한 牧民書으로 총 29항목 190조, 114개의 細目으로 구성된다. 박지원은이 책의 성격을 "編輯"이라 표시했는데, 기왕에 나온 목민서를 읽으면서 자료를 초록한 것이 대부분이다. 박지원은 『牧民攷』 계열의 목민서를 가장 많이 참고했다. 『칠사고』의 내용에 나타나는 특징은, 사대부 출신의 수령을 위한 지침서라는 점, 각종 공문서를 철저히 관리하고 재화의 이동은 업무상 관련자들이 공동으로 감독하게 했다는 점, 還穀과 軍政의 운영은 향촌의 기본 단위인 村落을 바탕으로 한 統과 里를 기준으로 했다는 점, 농사에서 水利의 중요성을 강조하고 서양의 水車 제도를 도입하자고 한 점을 들 수가 있다. 『칠사고』는 완전한 저작으로 나아가는 중간 단계에 있다. 이 책이 완전한 저작이 되려면 서문과 목차가 추가되고, 본문의 체계화가 이뤄지며, 항목 별로 박지원의 견해를 밝힌 ``按``이 추가되어야 한다. 『칠사고』는 문장가이자 농학가였던 박지원에게 牧民官의 측면이 있었음을 주목하게 하는 자료이다. 박지원은 관할 지역에 거주하는 백성들의 삶을 개선하기 위해 오랫동안 축적해 온 실용적 지식을 적극적으로 활용했는데, 『七事考』는 그러한 노력을 잘 보여주는 책이다. 필자는 『칠사고』는 ``면천군수 박지원의 실용적 지식이 반영된 18세기 말의 목민서``라고 판단한다.

Myeonyangjapnok is the book which gathered the poetry and prose written by Bak Ji-won when he was the county chief of Myeoncheon. Now the Book is the collection of Yeonmin-mungo Dankook University. I guess the book was made between May 1799 and August 1800. Currently, the book remains 6 volumes only, but it was edited by Bak Ji-won himself. There is two types of Chilsago within Myeonyangjapnok. The one written in a cursive hand is Bak`s own handwriting and the other written in the printed style is re-handwritten book by his follower. Chilsago is composed of 29 items, 190 clauses, 114 details. Bak edited the book by excerpting the data from several books of local administration, particularly from Mokmingo. The main features of Chilsago`s contents are as follows. 1. Bak Ji-won edited the book for the local government officials from the men of high birth. 2. Bak wanted the local government officials should take charge of the official documents and should supervise local government office`s money and properties jointly. 3. He insisted imposing taxes was based on the Tong and Ri, the smallest unit of the country. 4. He stressed the need of utilization of water and insisted to introduce the western water wheel technology. Chilsago wasn`t a perfect book but a book on the course of editing. To became a perfect book, he should add a preface and a table of contents and should systemize the text more. And he should tell what he thought on the book. Chilsago is very important book, because we can know Bak Ji-won was not only a popular poet and agriculturist but also a capable official of local administration from the book. I think Chilsago is the book of local administration in the last-half of 18th century which contains the practical knowledge of the county chief of Myeoncheon Bak Ji-won`s.
