우리사회는 급속히 다문화가정의 증가와 함께 북한이탈주민의 입국도 증가하고 있는 추세에 있다. 북한이탈주민은 우리 체제와 질서가 전혀 다른 곳에서 정치적, 경제적인 이유 등으로 남한에 온 이들을 우리 사회에 어떻게 안착시키느냐 여부는 통일이후 남북한 사회통합을 어떻게 이루어 낼 수 있을지에 대한 기준점이 될 수 있으며, 남한사회내에 성공적인 연착륙의 시사점을 제공해 준다는 점에서 의의를 갖는 것이다. 현재 남한에서 살고 있는 북한이탈주민의 가장 중요한 것은 지역사회 적응문제라고 할 수 있다. 본 논문은 경북 구미시에 정착한 북한이탈주민 63명을 설문조사 한 것을 토대로 작성됐다. 연구 결과 북한이탈주민들은 구미를 선택한 이유로 ``살기 좋은 지역``(31.7%)이라는 점을 들었다. 하지만 ``북한이탈주민이라는 사실에 주민들이 경계심을 갖는 것 같다``(39.7%)라고 응답했다. 가장 어려운 점으로는 ``새로운 직장 적응 및 구직활동``(50%)을, 지역사회에 바라는 점은 ``일할 기회의 제공``(52.4%)을 꼽았다. 결국 취업은 경제적 자립과 사회적 지위를 제공해 지역사회의 일원으로 소속감을 갖게 하므로 이들의 적응을 돕기 위한 지역사회내의 체계적인 네트워크 구축이 필요하다. 북한이탈주민의 지역사회적응을 돕기 위한 생활지원과 보안경찰의 지원역량 강화방안은 다음과 같다. 첫째, 경제적 적응과 관련하여 공적지원체계를 정비하여야 한다. 둘째, 신체적·심리적·정신적 건강문제에 대한 의료지원 강화이다. 셋째, 지역사회적응의 어려움 해소를 위한 지방자치단체·보안경찰·고용지원센터·민간단체나 사회복지관, 지역적응센터, 시민단체, 종교단체 등을 통해 다양한 네트워크 구축이 필요하다. 넷째, 보안경찰의 지원역량 강화방안으로 보안경찰의 인력증원과 전문성확보, 새로운 보안경찰역할정립, 보안협력위원회 활동강화 등이다. 북한이탈주민의 지역사회 적응의 어려움 해소를 위해서는 지역주민의 인식전환과 쌍방향 의사소통이 중요하다.

Along with multi-cultural families, residents fled from North Korea are also on the rapid increase in our society. The way to settle down the people who fled from North Korea on account of political and economic reasons can be a criterion how we can achieve social union when the north and south of Korea become unified. It is also meaningful as it may be an indication how those people can softly land in South Korean society. At present, the most important issue of the North Korean people residing in South Korea is how they can adapt to the community in South Korea. This thesis was prepared based on the questionnaire to 63 residents fled from North Korea and residing in Gumi City, Gyeongsang-Bukdo. According to the research findings, those 63 people selected Gumi as their residential area by reason of ``a good place to live in`` (31.7%). However, some of them replied that the community residents ``seem to be alert just because they are from North Korea`` (39.7%). They cited as the most difficult problem ``finding or adapting to new jobs`` (50%). As to the matters they want from the community, they pointed out ``offering work opportunity`` (52.4%). After all, we need to establish systematic social network within the community to support their finding jobs in order to make them economically independent and feel that they are a member of the community by offering them a social position.. Some of the ways to support those people from North Korea in order to make them settle down South Korean community are suggested as follows: First, we need to establish official support system in connection with their economic adaptation. Second, more intensified medical support is needed for their physical, psychological, and mental health improvement. Third, we need to set up diverse network to ease their difficulty in adapting to the community through local autonomies, the peace preservation police, employment support centers, civil organizations, settlement houses, community accommodation centers, civic groups, religious groups, and so on. In addition, in order to ease the difficulty of the residents fled from North Korea in their adaptation to South Korean community, Fourth, ways to strengthen supporting capabilities of peace preservation police is increasing the number of peace preservation police personnel, securing professinalism, setting up a new role of the peace preservation police and strengthening activities of security cooperation committee etc. we need conceptual change of the community people toward those fled from North Korea as well as two-way communication.
