역사적 관점에서 살펴봤을 때, 다문화라는 것은 본질적으로 모든 사회에 내재한 일반적인 현상이라고 생각한다. 그리고 이는 하나의 역사적 사건으로서 거시적으로는 국가발전을 위한 하나의 원동력이 된다고 본다. 그러나 다문화가 건설적·긍정적으로 융화되기 전단계에서는 이로 인한 갈등 특히 범죄문제는 심각한 수준에 이를 우려를 안고 있다. 그런데, 이러한 범죄문제 대한 책임을 전적으로 이들 다문화집단(특히, 소수집단)에게 전가시키는 것은 한계가 있다. 왜냐하면, 범죄를 갈등론적 시각에서 봤을 때, 이들 다문화사회에서 야기되는 범죄문제는 상당부분 주류사회(거대집단)의 이들에 대한 차별에서 비롯될 수 있기 때문이다. 따라서 이에 대한 대책으로서 다문화집단을 단순히 통제대상으로 인식하는 것은 지양할 필요가 있다. 그에 선행하여 다문화에 대한 법의 합의론적 인식을 공유하고, 경찰스스로도 역할을 능동적으로 재정립해야 한다고 본다. 이를 위해 실천적 접근으로서 먼저, 커뮤니티를 하나의 사유단위로 인식하여 문제해결의 기초로 삼아야 할 것이다. 커뮤니티는 본질적으로 민족과 국가, 그리고 혈통을 초월할 수 있는 개념이기 때문이다. 따라서 이러한 인식전환을 토대로 경찰과 커뮤니티의 관계를 개선하고, 경찰과 커뮤니티가 공동으로 문제해결의 중심에서 상호작용했을 때, 향후 다문화사회가 안고 있는 범죄 및 무질서 문제는 보다 감소할 것으로 기대한다.

Viewing from the historical perspective, the phenomenon of Multi-cultural is still exist in all societies essentially. And as a kind of ``a historical event``, it can be a driving force for the development of nation when it considered by comprehensive perspective. But there are concerns that the problems of conflicts(especially, the crimes) caused by the Multi-cultural may be reached very serious state under the circumstances of the pre-stage of constructive and positive harmony. Well, there is a limit to trying to pass off the responsibility of the crime problems to the Multi-cultural groups(the minority groups). Because viewing the crime from the conflict theory, the problems(a significant portion) of crime by the Multi-cultural can be caused by the discrimination of mainstream society(major group) to them. Therefore, it is mistake to recognize the Multi-cultural groups(the minority groups) only as the control opponent. So be ahead of this, we must share the cognition of consensus theory to the law. It means that the police must positively reestablish his role(ie, ``peace building``) by himself. For this, as the practical approach, first, we must recognize the concept of community, and make basics for the problem solving. Because, the community is the concept that can basically transcend the race, nation, and blood. Therefore, based the new understanding of community, we will improve the relations between the police and community(every individual beyond race & blood). When the police and the community(both major&minor group) can joint interact in the center of problem solving, we can expect that the problems of crime and disorder are more reduced in future.
