본 고찰은 일찍이 "계획 없으면 개발 없음"을 공간계획수립의 기본원칙으로 하고 있는 프랑스의 경우를 그 대상으로 했다. 프랑스 계획행정의 발달 및 전개는 계획 관련법제의 형성을 통해 잘 나타나는데, 보통 19C의 도시법, 세계대전기간 중의 도시법, 전후부흥기의 도시법, 고도성장기의 도시법 등 네 단계로 나누어 살펴볼 수 있다. 여기서는 경찰·규제적 도시계획과 보존적 도시계획을 주요 내용으로 하는 2단계까지만 고찰 대상으로 정한다. 오늘날 우리나라는 국토종합계획-지역계획-도시계획이라는 3단계적 국토공간계획체계를 유지하고 있는데, 중앙집권적 국가이면서도 중앙정부와 지방정부간의 적절한 조화와 역할분담이 잘 이루어지고 있는 프랑스의 경우는 우리의 권한이양 및 지방분권화사업추진 이후의 도시계획 및 지역계획의 수립권 내지 주체의 변화 등을 논함에 있어 여전히 주요한 논의의 대상이다. 이에 역사적 고찰로써 참고하고자 한다.
