독립 이후 우크라이나 지도부는 유럽통합 과정에의 참여를 국정목표로 제시하면서 NATO와 EU 가입을 위한 정책적 노력을 경주해 나갔다. 하지만, 우크라이나 정부가 친 서방 안보정책을 추진해 나가는 과정에서 러시아 측의 강력한 도전과 위협 이외에도, 사회 내부로부터의 강력한 반발에 직면하게 되었다. 이는 유쉔코 집권 시기 지속적으로 발생했던 정치적 투쟁과 사회적 갈등의 근본적인 원인이었다. 오렌지 혁명 이후 우크라이나 사회에서 발생한 국내 정치적 혼란은 기본적으로 안보정책의 방향설정을 둘러싼 주요 정치 행위자들 간의 입장 차이에 기초한 것이었다. 예를 들자면, 친유럽 성향의 서부 지역과 친 러시아 지향의 동부 지역 간의 첨예한 대결 구도, 의회 내 주요 정당들 사이에 안보정책의 기본 방향을 둘러싼 이견, 우크라이나 사회 내부에서 발현된 여론의 분열 등을 들 수 있다. 결국 탈냉전 시기 안보환경과 안보개념의 중대한 변화를 반영하고 있듯이, 우크라이나에서도 국내 정치적 요인들이 안보정책의 결정 과정에서 복합적으로 작용함으로써 우크라이나의 친 서방 안보정책 추진에 중대한 제약을 가했다고 볼 수 있다.

This paper has two main purposes. The first aim is to explore basic direction and characteristics of western vector of ukrainian security policy. The second purpose is to analyze domestic political constraints on western vector of ukrainian security policy. For these purposes this study evaluates NATO and EU relations of Ukraine. Also this paper investigates co-relation of ukrainian security policy and domestic political factors. Based on these, author of this research plans to reveal that ukrainian regionalism, political parties in parliament, public opinions as a domestic political determinant are key constraints of western vector of ukrainian security policy. Although ukrainian government has made great efforts to get NATO and EU membership, it has failed to produce significant results. Pro-russian orientation of eastern region, differences in security policy line between main political parties, low support in public opinion for western vector of ukrainian security policy were major causes of the failure of pro-western security policy. Finally, this study concludes that domestic political constraints in the post-communist Ukraine have a greater influence on decision-making and implementation process of western vector of ukrainian security policy.
