Due to the decline of fishery, the income of fishermen in islands has been reduced since 1990. In addition, the aging of the population caused by urban runoff is quite serious. The fishing villages in Korea because of its natural scenery and waterfront environment holds a unique cultural tradition. These various resources will allow blue tourism to develop and contribute to the betterment of the fishermen`s living by providing them with extra income. Also people will be provided with nice leisure opportunities, and enjoy their holiday in a quiet fishing village. Chodo, compared to other islands, has relatively more tourism resources, and the effective utilization of these resources will activate the blue tourism. In this study, we will look for ways to utilize the fishing village in order to activate blue tourism. In order to activate the blue tourism for Chodo the following measures were proposed. Firstly, a basic plan for blue tourism should be established and people have the will to participate actively in the planning. Secondly, the tourism infrastructure should be installed. Thirdly, a well-developed tourism program should be constructed in order to exchange meetings with local residents, to emphasize the uniqueness of fishing village, and to establish a right direction for its development. In addition, a reasonable plan to promote the practice should not stop.
