Recent rise of international oil price is encouraging many countries to develop alternative energy sources and to strengthen energy cooperation with countries rich in natural resources in a phenomenal manner. Our nation, which underwent oil crises in the past, has been committed to development of alternative energy sources. Especially among many things, the government has thrown all possible efforts and resources to the development of nuclear power technologies; as a result, in recent years the nation has emerged as a potential advanced exporter of nuclear power plant and technologies, which is proven in examples of exporting light water reactors to another countries. In fact, general purpose production and manufacturing technologies in domestic generation industry are the highest level in the world and technologies in design & analysis technology and components & materials technology are drawing near to those of advanced countries. Especially after the government presented a vision for "Green Growth On Low Carbon", the development of new renewable energy and nuclear power is emerging as driving force of future industries. Besides, as our technologies related to nuclear generation are world-level, the government is deeply interested in exporting nuclear technologies. With regard to the level of nuclear generation technology, the nation with 20 operated commercial nuclear power plants has 95% technology independence rate through construction of as many light water reactors and medium and development of small reactors in addition to nuclear power plant facilities & equipment. Furthermore, operation technology of the nation also shows off the world`s best level with the lowest outage rate. Electric power technologies developed in accordance with domestic conditions are already proven and recognized in the markets of Middle East, South-East and China in terms of technology and competitiveness, and are preparing for a new leap based on the government`s institutional and policy support for nuclear power industry`s penetration into emerging markets overseas. On the other hand, Malaysia decided it as baseline for its energy policies to concentrate on developing and nurturing new renewable energy and nuclear industries in order to meet demand in electric power expected to surge in coming years and to reshuffle the industrial structure centered upon petroleum and natural gas. Strengths which Korea has in the area of electric power and nuclear power plants are almost the same as those of other competing countries. But as Malaysia shows a deep interest in safety and efficiency of Korean medium and small reactors, competitiveness of Korean medium and small reactors(SMART) is likely to serve as an advantage over competing countries. If the nation could combine competitiveness of Korean medium and small reactors(SMART) in technology and price with opportunity factors coming form potential growth in Malaysia`s electric power and nuclear power market in a proper manner, it might bring out strategies for effective market entry and establishment of cooperative relations. Interest in Korean medium and small reactors(SMART) might result from strengths including safety, efficiency, relatively low cost, etc. they have. As Korea has considerable competitiveness in medium and small reactors, the nation can help Malaysia to develop medium and small reactor and technologies related to nuclear power plants. With regard to Korea-Turkey economic cooperation, it is essential to establish and maintain cooperative channels between both nations. To prepare for diversification of energy cooperation between both nations including new renewable energy project, crude oil transport & storage facilities project, LNG terminal project, etc. along with nuclear power plant project, it is necessary to establish and maintain many different cooperative channels. To do this, it is required to make most of various channels of communication including high level talks, economic cooperation committee, investment promotion conference, finance minister talks, cooperation expansion conference, Korean embassy in Turkey, etc. And the government is required to consider plans to support investment cost procurement in an active way. That is because compared to other infrastructure projects, nuclear power plant projects require an enormous scale of capital investment and highest level of technologies as well as long years or decades to collect invested capital.
