`과거사`의 상흔 치유를 위한 제도가 실행된 이래 적지 않은 시간이 흘렀다. 그렇지만 그 방법의 적절성과 효과에 대한 논의는 빈약하다. 이 글은 과거사의 상흔에 대한 사회적 치유의 일환인 국가가 주체가 된 청산작업이 어떤 효과를 거두고 있는가를 규명하는 데 목적을 두었다. 이 글에서 관심 있게 보려는 것은 과거청산 모델의 형성과 치유 방법의 구성, 제도적 상흔 치유의 실효성과 한계, 그리고 상흔 치유에 대한 사회의 반향 등이다. 과거사의 상흔 치유를 위한 제도는`5·18 모델`, `민주화 모델` 그리고 `민간인 희생 모델`로 유형화할 수 있다. 이들 사이에는 밀접한 관계가 형성되어 있었다. 여러 가지 이유들로 인해 후속 모델들의 성격과 청산작업의 수준은 점점 후퇴하는 모습을 보여준다. 제도의 치유를 위한 구체적 조치들은 거의 무시되고 있었고, 사법부의 판결을 받음으로써 비로소 효과가 나타나고 있었다. 상흔 치유의 중요한 방법이라고 할 수 있는 피해의 배·보상은 사실상 답보 상태였다. 과거사의 상흔 치유에 대한 시민사회의 반향도 미비했다. 이와 같은 현상들로 인해 시민사회에서 과거사의 상흔 치유를 위한 새로운 주체를 구성하고 대안을 찾아야 할 필요성이 크게 요구되고 있다.

More than a little time has passed since the implementation of systems for healing the wounds of the past. However, there has been little discussion about the suitability and effects of the methods used in such systems. The purpose of this paper is to closely examine the effects of work aimed at clearing the past, which the government is pursuing as part of social healing of wounds from the past. What this paper intends to focus on are the composition of the method of forming models for the clarification of the past and of healing, the effectiveness and limitations of institutional healing, and the social response toward healing, among other matters. Systems directed at healing the wounds of the past can be categorized into several types: the `May 18 model` the `democratization model` and the `civilian sacrifice model` They are all closely related. For several reasons, the characteristics of the later models and the level of work committed to clearing the past have been steadily diminishing. The detailed measures adopted to bring about healing have been largely disregarded. It was not until rulings were made on these measures by the judiciary that they began to demonstrate some effects. Compensation for damages, which is regarded as an important way of healing the wounds of the past, is practically at a standstill. The response by civic society toward healing the wounds of the past is also weak. Due to the abovementioned phenomena, there is a significant need to create a new entity in civic society to lead efforts to heal the wounds of the past and to find alternative ways of doing so.
