우리나라는 과거 40여년동안 고도 성장발전으로 세계13위 경제대국이 되었으며 소득의 증가와 함께 양적인 자동차전성시대를 열었지만 여기에 걸 맞는 교통문화를 정착시키지 못한 탓에 아직도 교통사망자수는 우리나라 전체사망요인 중 6위로 교통안전문제가 삶의 질을 떨어뜨리고 있다. 교통안전정책이란 교통안전을 확보하기 위한 정부의 제반시책을 말하며 그 중에서 경찰은 정부정책인 도로교통안전을 책임지고 있다. 경찰의 교통안전정책은 단속, 교육, 시설측면으로 나눌 수 있으며 이 중에 경찰의 본질상 가장 비중이 큰 단속측면을 보면, 현재의 경찰은 무인감시카메라에 의존한채 사람에 의한 단속은 거의 이루어지지 않거나 소극적이다. 무인감시카메라에 의한 과속단속 이외에 다른 법규위반행위단속도 병행하지 않으면 정부에서 중점추진 중인「교통사고 반으로 줄이기 운동」도 한계점에 이를 것이다. 경찰단속 중 교통사고에 가장 민감하게 반응하는 항목 중 음주단속을 보면, 지금까지 지속적으로 강력한 단속을 하고 있으나 음주교통사고는 증가추세에 있어, 이제는 단속에 한계가 있는 것으로 보고, 음주운전교사?방조행위 처벌과 행정처분을 강화하고, 술을 마시고 운전하게 되면 자동차 스스로 시동이 걸리지 않게 되는 “시동잠금장치” 도입, 대리운전사업의 활성화를 위한 입법적 해결 등이 필요하다. 과속단속 장비의 효율적운영이 필요하고, 민간위탁운영방안도 검토할 필요가 있다. 안전띠착용률 제고를 위해 대대적인 단속과 붐 조성이 필요하며, 운전 중 휴대전화사용은 실제 단속이 어려우므로, 사고위험성을 구체적으로 적시하는 연구결과를 적극홍보하고, 운행 중에는 사용을 스스로 자제하게 하는 기술개발이 필요하며, DMB시청행위도 단속 법적근거를 조속히 마련하여야한다. 교통안전시설측면에서는 설치에 따른 규제권을 제대로 행사하기 위하여 전문인력 확보가 시급하다. 교통안전교육을 위해서는 차량시뮬레이트 활용 및 효과적인 프로그램 개발과 현장중심체험교육이 필요하며, 홍보측면에서는 교통방송의 전국 Net-Work화 등 활성화, 교통단체의 육성지원, 교통지수의 대대적 공개·홍보 등으로 지자체와 국민들에게 교통안전에 대한 관심을 촉발시켜야 한다.

So that aiding and abetting drunken driving must be punished and administrative intensified. ″Breath Alcohol Ignition Interlock Device″should be introduced and laws made for activation of driving business by deputy. For increasing to wear safety belt, enforcement should be practiced on a large and boom promoted. It is difficult to enforce using hand-phone on a driving, the danger of traffic accidents should be informed positively by study result, I.T technology developed for self control on a driving, and the law that can be enforced the seeing DMB on a driving made as soon as possible. Taking a view of traffic safety equipment, there is a need immediately for the traffic specialist to regulate properly. For the traffic safety education, practical using of vehicle simulate, development of effective program and field experimental education are need. Taking a view of traffic safety information, the activity of T.B.S , supporting of traffic group and the traffic index to be opened to the public on a large, etc urge local autonomous entity and peoples to concern about traffic safety.
