치안서비스는 전형적인 공공서비스 가운데 하나에 해당된다. 치안서비스는 공공질서를 유지하면서 범죄와 무질서, 그리고 각종 재해 등의 위험으로부터 시민의 인적·물적 자원을 보호하는 공공서비스 가운데 가장 기본적인 것이라 할 수 있다. 이러한 특성으로 인해 치안서비스는 본질적으로 사적인 차원에서 다루어질 문제가 아니라 다분히 공적인 차원에서 다루어질 필요가 있다. 사적인 차원에서 시장경제원리에 의해 치안서비스가 제공될 경우 국가이념에 상치되는 결과를 야기 시킬 우려가 있기 때문이다. 그런데 이처럼 공적 차원에서 이루어지는 치안서비스는 그 제공주체(군, 형사사법, 경찰 등)가 다양하며, 그 주체의 특성에 따라 치안서비스의 특성 역시 차이를 갖는다. 이러한 차이를 이른바 ‘순수공공재이론’에 근거하여 접근하였을 때, 이 글에서 중점적으로 다룬 경찰서비스는 그 순수공공재적 특성이 다소 낮게 나타나고 있음을 알 수 있다. 이는 경찰서비스가 특히 지리적 요인에 의해 제한을 받기 때문이라고 할 수 있다. 한편, 치안서비스의 공공재적 특성에도 불구하고 그 제공주체가 오로지 공적 차원에 국한되지 않는다는 점에 주목할 필요가 있다. 이는 전통적으로 자경주의 차원에서 국가이전에 사적 치안활동이 이루어져 왔으며, 경찰력 한계 내지 경찰서비스에 내재하는 공공재적 한계로 인해 민간경비가 꾸준히 성장·발전하여 왔기 때문이다. 따라서 이 글에서는 공적 치안서비스의 제공주체로서 경찰서비스의 특성을 파악하는 것과 동시에, 경찰서비스와 유사한 치안서비스를 제공하는 민간경비의 개입가능성과 활동영역을 거시적으로 조망하고자 하였다. 이를 통해 경찰과 민간경비 간의 상호발전적 역할정립 및 협력적 관계구조를 모색하는 하나의 기준이 될 것으로 기대한다.

Security Services are one of the typical public goods(or services). It`s existences are the maintenance of public order and the protection of citizen`s personal, physical assets from numerous risks or dangers, therefore it conceived the most basic things among the public goods. By these factors, security services need to be handled not by private sector but by public sector. If the security service are served by the principles of market economy, it will contrast with the national ideologies. But security services that is supplied by public subjects are various in it`s supplier and the characteristics of supplier are also differ. When we based these differences on the theory of public goods, find out the fact that the police service which is the main subject in this study are somewhat low in the degree of the characteristics of public goods. These are due to the fact that the police service are influenced or limited by geographical factors especially. In addition, though security service has the characteristics of public goods, we must note that the subjects of security services are not limited only by the public sector. Traditionally the private vigilantism have been acting before the nation and private security have developed consistently as the limits of the public police power and the characteristics public goods inherited in police service. Therefore, in this study, tried to find out the degree of characteristics of police service as the subject of public one, and viewed macroscopically the possibility and the boundary of action of private security which supply the security service similar to the police. These will be one of the criteria in search the developmental role stand and the cooperative relation structure between the police and the private security.
