이 논문은 2009년 한국화법학회와 국립 국어 원이 연구한 <표준화법 개선 및 보완을 위한 기초 연구>에 나타난 국민들의 표준화법 규정 제정과 홍보와 교육에 대한 설문 조사 결과를 바탕으로 표준화법 규정 설정과 표준화법 교육 방안에 대해서 논의했다. 국가 수준의 표준화법 규정 제정과 교육의 필요성을 강조했다. 국가 차원에서 한국 어문 규정에 `표준어 규정’이 있지만, `표준어’는 글말을 중심으로 한 규정이고, 입말을 위한 표준화법 규정은 90년대 초 조선일보사와 국립국어연구원이 표준화법에 대해서 공동으로 논의한 우리말의 예절 (1992)이 있지만, 국가 차원의 기초조사나 의견 수렴을 거친 것이 아니라 민간 수준의 권고안 수준이기 때문이다. 국가 수준의 표준화법 규정을 제정하기 위한 몇 가지 조건을 제안 했다. 첫째, 전 국민을 대상으로 화법 사용 실태와 인식 조사를 할 것. 둘째, 몇 사람의 심의 위원 중심이 아니라 다양한 영역의 사람들이 참여하는 표준화법 위원회를 구성할 것. 셋째, 글말 중심의 표준어 규정이 아니라 입말 양상도 광범위하게 포괄하는 표준화법규정으로 만들것. 넷째, 획일적, 억압적 입장을 버리고 다양성과 미래지향성을 지지 하는 입장에서 현실 수용적 입장에서 표준화법을 정할 것. 다섯째, 언어 사용 원리로 볼 때 도저히 수용할 수 없는 것은 규정을 명확히 해 바로잡고, 수용 가능하다면 현행 표준화법 기준을 바꾸는 방향으로 가닥을 정리해야 할 것을 제안했다. 표준화법 교육은 가정과 학교, 그리고 방송과 신문 등 언론 매체들이 협동해서 실시하고, 표준화법 규정을 심하게 어기거나 속어나 비어 등 상스런 말을 지나치게 많이 사용하는 매체들에 대해서는 방송통신 위원회 등 감독 기관에서 제재를 가하는 방식으로 표준화법을 지키고, 우리의 말문화를 발전시켜 나가도록 할 것을 제안했다.

This paper discusses for the necessity and the way of establishing `The Standard of Korean Discourse` based on the survey result of `Preliminary research to improve the standard of Korean discourse`(2009). And it is argued that Korean Discourse Standard should be taught in every schools and informed publicly and systematically by the agent of mass media such as the main broadcasting system and the major presses. A few premise have been suggested to establish `The Standard of Korean Discourse` successfully and to teach students in every schools effectively. First, a preliminary research must be taken for the people at large before establishing the standard. Secondly, the Committee of Korean Discourse Standard joined by the members in several area is to be organized. Thirdly, the discourse standard should be focused on the phenomenon and principle of the Korean spoken language usage. Fourthly, the standard must be prepared not with strict, oppressive ways but with generative, receptive ways. Finally, the discourse standard should be changeable according to the aspects of the discourse usage. It is needed to educate and inform the Discourse Standard by the mass media as well as every schools. To regulate and develop Korean spoken language, the authorities in charge of national language policy have to carry out their duties sincerely to superintend the mass media not to spoil the standard and the principle of spoken language.
