Measuring by the in-outside country-affairs and relationships between Korea and Japan around the end of 19th century, the aggression policy of Japanese Imperials had logically connected with Yoshida`s contention of settlement to Korea. Until the end of 19th century, Korea has just started to modernize and westernize the facilities and man-power training for his agricultural science and technology. Under these circumstances, the surveyor`s report on the Arable Land and Production in Korea, 1904-1905 was investigated by Honda Gonoske and his collegues. This investigation was intended by the Japanese Department of Agriculture, Commerce, and Industry for the immediate colonization of Korea, even before the instituting of Japanese Resideucy-General in Korea. Through an investigation of the report, the team of agricultural production survey has prepared an on-the-spot findings on the socio-economic agricultural status and farming conditions, namely crop and variety, cultural practices, farm and land size, constitution of farm labor and even their living standards and customs. Among others, the team has reported the farm managing status and settling of existing Japanese farmers before 1904, and the report should be regarded for the new Japanese farm-settlement in Korea, among others. The other one team, namely on arable land survey has reported on the fundamental status of environmental and agricultural conditions so as to the climatic, edaphic, biotic conditions, transport conditions, soil characteristics, and uncultivated land [an area not yet brought under cultivation], among others for the additional production increase in near future. Honda Gonoske was the best staff officer for Ito Hirobumi, the Japanese Governor-General in Korea through the beginning of colonization of Korea. It is certain that Honda`s findings, the Report on Arable Land and Production in Korea, 1904-1905 was practically applicated and should be highly estimated to colonization of Korea and it`s agriculture. Honda, the Director of Kwonubmobeomjang[勸業模範場: Experiment Station of Korea Agriculture] and the Principal of Nonglim Hackyo [農林學校 Agricutural School] was the background of locating those institutes at Suwon, and establishing every guide-line and standards of agricultural research instruction, and education system, so as to curriculum, textbook, and school regulation, etc. It is quite out of a question that Honda not only his 『Report on the Arable Land and Production in Korea, 1904-1905』, but also his every achievements as the director of Kwonubmobeomjang and a Principal of Nonglim Hackyo was fortified for the Japenes Imperials to the colonized Korea. However, the 『Report on the Arable Land and Production in Korea, 1904-1905』 should be evaluated, as historically valuable materials which investigated were as on-the-spot findings without any reserves by modern, professional experts. And among Honda`s professional concepts and achievements during 15 years, as a director and principal of agricultural institutes in Korea, by his porfound logical and scientific knowledge, should not be disregarded.
