북한의 수령체제는 수령의 유일적 영도를 대를 이어 실현하는 체제로서 후계체제까지를 포함하고 있다. 북한의 수령체제를 이해하기 위해서는 후계체제와 함께 비교·분석해야 한다. 1967년 유일사상체계의 확립과 함께 북한은 수령체제로 전환이 이루어졌다. 그 이후 수령체제는 세 번의 변화를 맞게 되는데, 첫 번째는 수령의 유일적 영도체계가 정치적·제도적으로 확립되는 수령체제의 `형성`이다. 두 번째는 수령체제와 후계체제의 `공고화`이다. 수령체제의 `공고화`는 후계자 문제의 완전한 해결을 통해 이루어졌다. 세 번째는 수령체제의 `기반약화`이다. 수령체제의 기반약화는 크게 세 가지 방향에서 전개되었다. 첫째, 국가주석제의 폐지는 수령의 지위에 대한 제도적 기반을 약화시켰다. 둘째, 선군정치는 수령의 영도를 실현하는 통로로서 당의 기능과 역할을 약화시켰다. 셋째, 수령과 대중을 하나의 생명 공동체롤 묶어주는 당의 통합기능의 약화이다. 수령체제의 이러한 `기반약화`는 기존의 수령승계방식에 의한 후계체제의 `한계`를 가져왔다. 이러한 한계를 세 가지 관점에서 볼 수 있는데, 첫째, 수령의 제도적 정통성의 문제이다. 둘째, 구조적 한계의 문제이다. 김정일의 상호 모순되는 직위 겸직과 국가의 최고 수위에 대한 상호 모순이다. 셋째, 주민들의 `자발적 동인`의 문제이다. 결과적으로 주민들의 `자발적 동인`의 문제를 해결하지 않고서는 북한의 `수령승계방식`에 의한 후계체제는 한계에 직면할 수밖에 없게 되었다.

The Suryong(supreme leader) System is a system designed to realize monolithic leadership in the suryong and his successors. the Suryong System cannot be understood in its fullest unless a comprehensive analysis is carried out in connection to the Succession System. North Korea`s Suryong System was launched following the establishment of the monolithic ideology system in 1967. Since then, the system went through three major changes, first of which is the `formation` process. Second, the process of `consolidation`, which is attainable via complete resolution of the successor issue. Third, the `base erosion` process which generally takes three dimensions. One, the abolishment of the DPRK presidency weakened the institutional base of the Suryong System. Two, by promoting military-first line in `songun politics`, North Korea has undermined the function and role of the party. Third, prolonged food shortages led people to avert from a party-centered lifestyle, with weakened pervasion of the collectivist mindset in North Koea. The `erosion of base` in the Suryong System will impose severe limitations on the existing Succession System that operates on the `Suryong Succession Method.` The limitations can be identified in three points. One, the problem of institutional legitimacy. Two, the problem of the structural limitation. Three, the problem of `a voluntary motive` of the people. As a consequence, the existing `Suryong Succession Method` is bound to be severly constrained unless Kim Jung Il can inject a new `voluntary motive` to the North Korean people.
