중등학교 「교원자격 검정령 시행규칙」중 「표시과목의 대학 관련학과 및 기본 이수영역 또는 과목」이 관련법령의 개정고시를 거쳐 내년(1999년)부터 새롭게 시행될 예정이라고 한다. 교육부로부터 상기 법령 개정안의 개발을 위촉받은 한 정책연구팀은 초안을 개발한 후, 교원양성 대학 관련학과와 관련학회들을 대상으로 몇 차례에 걸쳐 의견 조회를 실시한 바 있다. 연구팀이 개발한 초안에 따르면, 중등학교 표시과목중의 하나인 「윤리」에 관해서는 관련 학과에 대해 기존의 국민윤리교육과에다 교육학과와 철학과를 추가하고, 또 관련 기본이수과목에 대해서는 현행 필수 4과목을 10과목 내외로 증가시키고, 그중에서 6과목(18학점) 이상을 이수하는 것으로 되어 있다. 그러나 그 초안에서는 30개 이상의 표시과목을 연구의 대상으로 삼았기 때문에 「윤리」과목 하나에 깊은 관심을 기울이지 못하여 「윤리」과목의 개정을 위한 대안제시가 불충분한 점이 적지 않았다. 또 교육부에 제출될 연구 결과는 법령으로 고시되기 이전에 심의 과정에서 수정·보완의 절차를 밟을 수 있기 때문에, 본고에서는 「윤리」과목에 관한 심의 과정에서 참고할만한 기준틀(frame of reference)을 제공하려고 하는 것이다. 따라서, 본고에서는 먼저, 「도덕·윤리」과목의 관력학과 확대의 의의와 문제점을 지적하였고, 또 교사자격증 취득을 위한 현행 이수과목의 특성과 이수과목의 개정방향을 제시하였다(제시된 개정안은 필자가 한 관련학회를 대표하여 정책연구팀에 건의한 것이다). 그리고 「도덕·윤리」과목의 관련학과 및 관련교수들의 교사교육을 위한 제반활동을 분석하였고, 동시에 미래사회에서 해결하지 않으면 안될 「도덕·윤리」교사교육의 과제도 지적하였다.

The purpose of this study is to examine the singificance and problems in terms of the expansion of departments qualified for licensure as `Ethics` teachers of secondary schools and to suggest how to revise the courses offered for students who wish to obtain teacher qualification in the subject. As for the increase in the departments qualified for licensure as `Ethics`, we have suggested to add two departments of Education and Philosophy to those two of National Ehtics Education and National Ethics which are current now. After careful investigation into the expansion of department qualified for licensing `Ethics` teachers, we have suggested some revisions on the amount of courses and credits for teacher-preparation program. i.e., the current 4 compulsory courses with 12 credits to the revised standards of minimum 6 elective courses of 18 credit from among 11 courses offered by those four related departments. The present compulsory courses include those foru such as `Korean Ethical Thought`, `General Ethics`, `Theory of Democracy`, Education for National Unification`, while the revised ones include those 11 elective courses of 3 categories such as (1) `Theory of National Ethics Education`, `Practice of Teaching & Evaluation in National Ethics Education`, `Teaching Materials of National Ethics Education`, (2) `Overview of Korean Thoughts`, `Overview of Oriental Thoughts`, `Readings in Oriental & Western Classics`, `Overview of Ethics`, (3) `Theory of Democracy`, `Theory of National Security`, `Education for National Unification`, `Character Education & Theory and Practice of Counseling`.
