2007년 4월 2일 한미 FTA가 체결된 상황에서 본 연구는 한미 FTA가 지상파방송산업에 미치는 영향력과 이러한 상황에서 지상파방송산업의 활성화 방향에 관한 연구이다. 지상파방송산업 활성화는 지상파방송 관련 제도개선 및 콘텐츠 경쟁력 강화를 중심으로 다루었다. 이에 대한 분석을 위해서 우선, 방송산업의 의미와 한미 FTA 체결에 따른 방송산업분야의 협상결과를 살펴보았다. 이를 근간으로 한미 FTA 체결이 시청각서비스로서의 지상파방송산업에 미치는 영향에 관해서 알아보기 위해서, `국내 PP 간접투자 100% 허용`, `국산제작 영화·애니메이션 편성쿼터 축소`, `전체 수입물 중 1개국 쿼터 현행 60%에서 80%로 확대`가 장기적으로 지상파방송산업에 미치는 영향을 분석하였다. 마지막으로 한미 FTA 체결 상황에서 지상파방송의 경쟁력 강화 방향을 크게 2가지 차원에서 논의하였다. 먼저, 전세계적으로 방송산업분야에 탈규제·개방·자유화 흐름이 팽배해 있는 상황에서 한류를 선도하고 있는 지상파방송산업의 활성화를 위한 재원부분의 규제완화(방송광고판매제도, 광고총량제, 중간광고, 간접광고·협찬고지 등)와 제작환경(외주정책 등)개선을 논의하였으며, 다음으로 지상파방송의 콘텐츠 경쟁력 강화를 위해서 정부차원의 지원정책과 지상파방송 경영전략을 논의하였다. 한미 FTA 비준은 2009년에 이루어질 것으로 예상되는 상황에서 장기적인 차원에서 우리나라의 (지상파)방송영상산업의 발전이 어떠한 방향으로 이루어져야 하는지에 대한 청사진이 체계적으로 만들어져야 할 것이다. 특히, 방송통신위원회에서는 글로벌환경에서 날로 경쟁이 심화되는 방송산업의 환경에 부합하게 거시적인 차원에서 매체별 산업정책을 확립해야 할 것이다.

Korea and America FTA is contracted on April 2, 2007. This study review activation direction of terrestrial broadcasting industry and these situation that Korea and America FTA gets to terrestrial broadcasting industry. Terrestrial broadcasting industry activation handled terrestrial broadcasting system improvement and contents competitive power reinforcement. First, Korea and America FTA conclusion examined effect that gets to broadcasting industry. Second, this study examined effect that Korea and America FTA conclusion causes to terrestrial broadcasting industry. This paper examined effect that it get to terrestrial broadcasting industry `Domestic PP portfolio investment 100% permission`, `Home production manufacture movie·animation bias quarter reduction`, `By 80% in 1 nation quarter current 60%s of whole income water extension` etc. Finally, this paper study competitive power reinforcement direction of terrestrial broadcasting in greatly 2 factors. On the one hand this paper discussed about system improvement of financial resources and manufacture environment improvement for activation of terrestrial broadcasting industry in control·opening·liberalization flowing in broadcasting industry field, on the other hand this paper study governmental support policy and terrestrial broadcasting business strategy for contents competitive power reinforcement.
