이 글은 `북한의 핵문제 해결과정은 북한의 평화적 현대화 과정과 연계하여 진행될 것이다`라는 전제하에 북한의 평화적 현대화의 개념과 과제를 경제, 안보, 정치·사회면으로 구분하여 제시하고, 이를 추진하기 위한 한국의 전략과 다자간 협력방안을 제시하고 있다. 이 글은 한-미-일-중-러 등의 다자간 협력구도하의 대북 접근법이 북핵 문제의 해결에 있어서 양자협상 구도에 비해 안정성을 가지며 또한 효과적이라는 점을 주장하고 있다.

This article has an assumption that the resolution process of North Korean nuclear problems will be closely related with the process of peaceful change of North Korean system, and insists that the peaceful modernization of North Korean system must be achieved in economic, security, and politico-social aspects. This study also proposes the South Korean strategy and multilateral cooperative plan for implementing the peaceful modernization of North Korean system. In the end, this research insists that the multilateral cooperative strategy is more effective way than bilateral negotiation strategy in resolving North Korean nuclear problems.
