본 논문에서는 일본에서 국토균형발전이란 개념이 어떠한 배경하에 도입되었는지를 살펴보고, 1962년부터 제1차 전국종합계획에서 1998년 제5차 전국종합개발계획에 이르는 일본의 국토균형발전정책의 전개과정을 고찰하고자 하였다. 아울러, 1992년 부동산가치 붕괴 이후 국토균형발전정책이 대도시중시정책으로 전환되는 과정을 살펴보았다. 본 연구는 전후 50년에 걸친 일본의 국토정책의 전개과정을 고찰하기 위한 사전적 기초연구로서 수행되어 많은 부분이 미흡하고 더 많은 고찰과 검증을 필요로 한다. 이러한 본 논문의 한계에도 불구하고 다음의 몇 가지 점은 일본의 국토균형발전정책과 유사한 국가균형발전정책을 추진하고 있는 우리에게 시사하는 바가 크다고 판단된다. 첫째, 일본의 국토균형발전정책이 정치적 동기 속에서 출발하였고 1970년대 보수정치체제의 위기 속에서 확대 재생산되어 가는 과정에서 국가적 재정위기의 한 원인을 제공하였다는 것이다. 둘째, 모든 정책에 해당되는 사항이지만, 특히 국토균형발전정책은 균형이란 개념 자체가 매우 추상적이고 다의적이라는 점에서 정책목표를 구체화하고 정책수단을 체계화하는 것이 매우 중요하다는 것이다. 셋째, 국토균형발전정책은 속성상 중앙집권적인 경향이 강하며, 그렇기 때문에 국토균형발전정책이 지방의 중앙에 대한 의존성과 예속성을 심화시켜 오히려 국토의 균형적 발전에 역행할 수 있다는 것이다. 이상과 같은 시사점을 본 논문작성과정에서 얻을 수 있었으나, 본 논문에서 제기하고 있는 몇 가지 문제의식 내지 비판적 결론, 특히 한국 국가균형발전정책에 대한 비판은 보다 심도 있는 고찰을 통해 검증될 필요성이 있다고 하겠다.

This paper investigated the process of Japan`s well-balanced land development Policy since 1962, and the reform of it in 2002. Recently, Japan Government of Koizumi have changed well-balanced land development policy into decentralization-of-power policy and metropolitan-leading Policy. This paper could find that the undoing of well-balanced land development was caused from the characteristic of centralization of power in the processing of policy. Consequently, well-balanced land development made the local governments have tendencies to depend on the Government for the sake of petitions to develop their own districts equivalently to others. It caused serious financial crisis of both Central and Local Governments. Since 2002, Koizumi have reformed the structure of politic and economic system in Japan. Recently the Japan Government has begun to introduce the idea of distinctive development of each district instead of the idea of well-balanced land development into the land planning policy. It is very important to Korea that had begun the Nation`s well-balanced development policy like Japan since 2003.
